Information
obtained

a

of
an

aerial
vehicle
is
admissible
as
evidence
in

a
criminal
or
civil
proceeding,
if
the
information
is

obtained
pursuant
to
the
authority
of
a
search
warrant,
30
or
is
otherwise
admissible
if
the
information
is
31
obtained
in
a
manner
that
is
consistent
with
state
and
32
federal
constitutional
law.

Sec.
4.
UNMANNED
AERIAL
VEHICLE
——
USE
——

PROHIBITION
——
REPORT.

1.
Except
as
otherwise
provided,
a
state
agency
36
or
an
agency
of
a
political
subdivision
of
this
state
37
shall
not
use
an
unmanned
aircraft
system
before
July
38
1,
2015,
except
in
an
emergency
situation.
An
unmanned
39
aerial
vehicle
used
pursuant
to
this
subsection
shall
40
not
be
weaponized.

2.
This
section
does
not
apply
to
the
national
42
guard
while
engaged
in
the
official
capacity
of
43
the
national
guard,
or
to
a
public
or
private
Iowa
44
postsecondary
educational
institution
or
research
45
organization
authorized
by
the
federal
government
to
46
use
an
unmanned
aerial
vehicle
for
research
purposes.

The
department
of
public
safety,
in
consultation

with
the
attorney
general,
state
and
local
agencies,

other
interested
organizations,
shall
develop
