Financial
Literacy

2014”.

2.
Section
256.9,
Code
2014,
is
amended
by

adding
the
following
new
subsection:

NEW
SUBSECTION
.
65.
a.
Develop
and
implement

a
voluntary
program
to
recognize
school
districts
10
and
accredited
nonpublic
schools
that
participate
11
in
programs
that
promote
financial
literacy
for
12
high
school
students
and
that
have
the
following
13
characteristics:

(1)
Capability
for
implementation
without
15
additional
teacher
training
or
cost
to
students
or
16
school
districts
or
schools.
17
(2)
Capability
for
implementation
using
both
18
existing
instructional
time
or
time
outside
of
the
19
school
day.
20
(3)
Capability
for
implementation
as
both
a
new
21
curriculum
component
or
as
a
complement
to
existing
22
curriculum
components.

(4)
Inclusion
of
a
money
management
system
for
24
students.
25
(5)
Inclusion
of
curriculum
and
supporting
26
materials
that
can
be
personalized
for
students
and
27
that
were
developed
through
partnerships
with
financial
28
literacy
experts
in
the
public,
private,
or
nonprofit
29
sector.

(6)
Inclusion
of
newsletters
that
provide
family
31
members
with
weekly
savings
information
and
the
32
opportunity
to
participate
in
their
children’s
33
activities
in
the
program.

Education
of
students
in
areas
of
financial
35
literacy
including
but
not
limited
to
the
following:

(a)
Spending
on
necessities
versus
spending
on
37
discretionary
matters.

(b)
Creating
a
budget
and
spending
goals.
39
(c)
Banking
and
personal
finance.
40
(d)
Paying
monthly
bills
and
managing
expenses
on
a
41
set
salary.
42
(e)
Borrowing
and
use
of
credit
cards.
43
(f)
Opening
and
contributing
to
a
savings
account.
44
(g)
Understanding
financial
aid
and
college
45
expenses.

(h)
Career
planning.

b.
The
department
shall
select
and
make
available
a

voluntary
assessment
that
measures
student
achievement,

based
on
the
program
developed
and
implemented
pursuant

department

announce
the
selection

the
assessment
annually
by
August

governor
or
the
department
shall
annually

acknowledge
school
districts
or
schools
in
this
state

that
demonstrate
a
proficient
level
of
achievement
in
6
financial
literacy
as
determined
by
at
least
seventy
7
percent
of
their
enrolled
students
in
grades
eleven
8
and
twelve
or
in
grade
twelve
having
completed
the
9
assessment
with
at
least
an
eighty
percent
competency
10
level.

d.
The
governor
or
the
department
shall
annually
12
recognize
school
districts
or
schools
in
this
state
13
that
demonstrate
a
superior
level
of
achievement
in
14
financial
literacy
as
determined
by
at
least
eighty
15
percent
of
their
enrolled
students
in
grades
eleven
16
and
twelve
or
in
grade
twelve
having
completed
the
17
assessment
with
at
least
an
eighty
percent
competency
18
level.
The
governor
or
the
department
shall
annually
19
recognize
school
districts
or
schools
in
this
state
20
that
demonstrate
a
superior
level
of
achievement
in
21
financial
literacy
as
champions
of
financial
literacy.

Sec.
3.
IMPLEMENTATION.
The
department
of
23
education
shall
develop
and
implement
the
program
24
provided
for
in
this
Act
and
select
and
provide
the
25
assessment
provided
for
in
this
Act
for
use
by
school
26
districts
and
schools
by
March
1,
2015.
