The program manager shall prepare a 13 report detailing the methodology developed and the 14 data collected after such data has been collected for 15 a two-year period. The report and the results of 16 the initial audit shall be submitted to the general 17 assembly by March 1, 2016. A new report regarding data 18 collection and the results of an ongoing audit for each 19 successive two-year period shall be submitted by March 20 1 every two years thereafter. Expenses associated with 21 the audit shall be paid to the auditor of state by the 22 program manager from the E911 emergency communications 23 fund established in section 34A.7A. > 24 4. The homeland security and emergency management 28 division of the department of public defense shall 29 conduct a study to identify areas in which efficiencies 30 of operations and expenses could be achieved with 31 regard to E911 emergency communication systems at both 32 the state and local level. The division shall submit 33 a report containing the results of the study to the 34 general assembly by July 1, 2014. 35 2. The homeland security and emergency management 36 division of the department of public defense shall 37 conduct a study to review the administration of the 38 enhanced E911 emergency telephone communication system 39 and expenditures associated with maintaining and 40 operating the system commencing July 1, 2013. The 41 study shall include an assessment of the adequacy 42 of and necessity for the one dollar wire-line E911 43 service surcharge imposed pursuant to section 34A.7 44 and the one dollar emergency communications service 45 surcharge imposed pursuant to section 34A.7A, and a 46 recommendation regarding continuation of the surcharges 47 at those levels or at a reduced level.
