Page 25, line 41, by striking < $2,000,000 > and 4 inserting < $1,790,000 > 5 2. Page 26, after line 2 by inserting: 6 < (4) From the moneys appropriated in this 7 lettered paragraph, $210,000 shall be transferred 8 to the department of human services for purposes of 9 administering a pilot project to provide access to 10 international resources to Iowans and new Iowans to 11 provide economic and leadership development resulting 12 in Iowa being a more inclusive and welcoming place to 13 live, work, and raise a family. The pilot project 14 shall provide supplemental support services for 15 international refugees to improve learning, literacy, 16 cultural competencies, and assimilation in 10 locations 17 within a county with a population over 350,000. The 18 department of human services shall utilize a request 19 for proposals process to identify the entity best 20 qualified to implement the pilot project. The request 21 for proposals shall specify that a qualified entity 22 must be utilizing more than 100 interpreters and 23 translators fluent in over 50 languages and dialects to 24 help medical clinics, government agencies, nonprofit 25 organizations, businesses, and individuals overcome 26 language barriers so that limited English proficient 27 individuals can receive essential services; working 28 with the United States department of state, the United 29 States agency for international development, and a 30 family foundation center for international visitors 31 that facilitates visits from international leaders to 32 build personal and lasting connections between Iowans 33 and professionals from around the world; partnering 34 with business and industry, foundations, and accredited 35 postsecondary educational institutions and other 36 entities located in the state to offer monthly public 37 forums by leading experts and engage youth in global 38 leadership conferences; and leading the state in 39 providing resources to immigrants and refugees through 40 a multilingual guide to the state, a comprehensive 41 resource website, and emergency interpretation 42 services. > 43 3.
