House Amendment to Senate File 224 S-3143 Amend Senate File 224, as passed by the Senate, as 1 follows: 2 1. Page 1, after line 15 by inserting: 3 < Sec. ___. Section 321.190, subsection 1, paragraph 4 d, Code 2013, is amended to read as follows: 5 d. The fee for a nonoperator’s identification 6 card shall be five eight dollars and the card shall 7 be valid for a period of five eight years from the 8 date of issuance. A nonoperator’s identification 9 card shall be issued without expiration to anyone age 10 seventy or over. If an applicant for a nonoperator’s 11 identification card is a foreign national who is 12 temporarily present in this state, the nonoperator’s 13 identification card shall be issued only for the 14 length of time the foreign national is authorized to be 15 present as determined by the department, not to exceed 16 two years. An issuance fee shall not be charged for 17 a person whose driver’s license or driving privilege 18 has been suspended under section 321.210, subsection 19 1 , paragraph “a” , subparagraph (3) , or voluntarily 20 surrendered by the person in lieu of suspension under 21 section 321.210, subsection 1, paragraph “a” . > 22 2. Page 1, after line 31 by inserting: 23 < Sec. ___. Section 321.196, subsection 1, Code 24 2013, is amended to read as follows: 25 1. Except as otherwise provided, if the licensee 26 is between the ages of seventeen years eleven months 27 and seventy-two years on the date of issuance of the 28 license, a driver’s license, other than an instruction 29 permit, chauffeur’s instruction permit, or commercial 30 driver’s instruction permit issued under section 31 321.180 , expires five eight years from the licensee’s 32 birthday anniversary occurring in the year of issuance 33 if the licensee is between the ages of seventeen years 34 eleven months and seventy years on the date of issuance 35 of the license , but not to exceed the licensee’s 36 seventy-fourth birthday . If the licensee is under the 37 age of seventeen years eleven months or age seventy 38 seventy-two or over, the license is effective for 39 a period of two years from the licensee’s birthday 40 anniversary occurring in the year of issuance. A 41 licensee whose license is restricted due to vision 42 or other physical deficiencies may be required to 43 renew the license every two years. If a licensee 44 is a foreign national who is temporarily present in 45 this state, the license shall be issued only for the 46 length of time the foreign national is authorized to be 47 present as verified by the department, not to exceed 48 two years. 49 Sec. ___.
