Section 90A.7, Code 2013, is amended to 5 read as follows: 6 90A.7 Rules. 7 1. The commissioner shall adopt rules, pursuant 8 to chapter 17A , that the commissioner determines are 9 reasonably necessary to administer and enforce this 10 chapter . 11 2. The commissioner shall adopt rules establishing 12 an event fee to cover the costs of the administration 13 of this chapter. 14 3. The commissioner may adopt the rules of a 15 recognized national or world boxing organization that 16 sanctions a boxing match in this state to regulate the 17 match if the organization’s rules provide protection to 18 the boxers participating in the match which is equal 19 to or greater than the protections provided by this 20 chapter or by rules adopted pursuant to this chapter . 21 As used in this paragraph, “recognized national or world 22 boxing organization” includes, but is not limited to, 23 the international boxing federation, the world boxing 24 association, and the world boxing council. 25 Sec. ___. Section 90A.10, subsection 1, Code 2013, 26 is amended to read as follows: 27 1. Moneys collected pursuant to sections 90A.3 and 28 section 90A.9 in excess of the amount of moneys needed 29 to administer this chapter from a professional boxing 30 event are appropriated to the department of workforce 31 development and shall be used by the commissioner to 32 award grants to organizations that promote amateur 33 boxing matches in this state. All other moneys 34 collected by the commissioner pursuant to this chapter 35 are appropriated to the department of workforce 36 development and shall be used by the commissioner to 37 administer this chapter. Section 8.33 applies only to 38 moneys in excess of the first twenty thousand dollars 39 appropriated each fiscal year. > 40 3. Page 21, after line 26 by inserting: 41 < Sec. ___. 2012 Iowa Acts, chapter 1136, section 42 17, is amended by adding the following new subsection: 43 NEW SUBSECTION . 5. Notwithstanding section 44 8.33, moneys appropriated in this section that remain 45 unencumbered or unobligated at the close of the fiscal 46 year shall not revert but shall remain available for 47 expenditure for the purposes designated until the close 48 of the succeeding fiscal year. 49 Sec. ___.
