The
department
of
administrative
services

issue

request
for
proposals
for
a
human

resource
management
system,
including
a
payroll

system,
by
December
31,
2013.
The
human
resource

management
system
is
a
human
resource
technology
system

that
is
intended
to
automate
the
core
administrative

functions
of
human
resources,
replace
the
existing

mainframe
computer
system
utilized
for
this
function,

and
increase
the
efficiency
of
the
department
and
the
44
office
of
the
chief
information
officer,
specifically

in
the
areas
of
human
resources,
information

technology,
and
the
state
accounting
enterprise.

1.
The
joint
E911
service
board
in
each
enhanced
7
911
service
area
shall
designate
a
person
to
serve
8
as
a
single
point-of-contact
to
facilitate
the
9
communication
of
needs,
issues,
or
concerns
regarding
10
emergency
communications,
interoperability,
and
other
11
matters
applicable
to
emergency
E911
communications
12
and
migration
to
an
internet
protocol-enabled
next
13
generation
network.
The
person
designated
as
the
14
single
point-of-contact
shall
be
responsible
for
15
facilitating
the
communication
of
such
needs,
issues,
16
or
concerns
between
public
or
private
safety
agencies
17
within
the
service
area,
the
E911
program
manager,
18
the
E911
communications
council,
the
statewide
19
interoperable
communications
system
board
established
20
in
section
80.28,
and
any
other
person,
entity,
or
21
agency
the
person
deems
necessary
or
appropriate.

The
person
designated
shall
also
be
responsible
for
23
responding
to
surveys
or
requests
for
information
24
applicable
to
the
service
area
received
from
a
federal,
25
state,
or
local
agency,
entity,
or
board.

2.
In
the
event
a
joint
E911
service
board
fails
27
to
designate
a
single
point-of-contact
by
November
1,
28
2013,
the
chairperson
of
the
joint
E911
service
board
29
shall
serve
in
that
capacity.
The
E911
service
board
30
shall
submit
the
name
and
contact
information
for
the
31
person
designated
as
the
single
point-of-contact
to
the
32
E911
program
manager
by
January
1
annually.
33
3.
The
provisions
of
this
section
shall
be
34
equally
applicable
to
an
alternative
legal
entity
35
created
pursuant
to
chapter
28E
if
such
an
entity
is
36
established
as
an
alternative
to
a
joint
E911
service
37
board
as
provided
in
section
34A.3.
If
such
an
entity
38
is
established,
the
governing
body
of
that
entity
shall
39
designate
the
single
point-of-contact
for
the
entity,
40
and
the
chairperson
or
representative
official
of
41
the
governing
body
shall
serve
in
the
event
a
single
42
point-of-contact
is
not
designated.
