Section 11.6, subsection 1, paragraph 3 a, Code 2013, is amended by adding the following new 4 subparagraph: 5 NEW SUBPARAGRAPH . (3) Biennially, and in 6 conjunction with the audits of school districts 7 required under this subsection, the auditor 8 shall conduct a biennial review of the Iowa early 9 intervention block grant program administered by the 10 department of education. The review shall be conducted 11 to determine whether the program has been appropriately 12 administered and the department and school districts 13 receiving program funds complied with relevant laws, 14 rules, and guidelines. The auditor may seek from the 15 department of management reimbursement for the cost 16 of the audit from moneys provided to school districts 17 pursuant to section 257.10, subsection 11. If the 18 auditor applies to the department of management for 19 reimbursement pursuant to this subparagraph, the 20 department shall accordingly adjust the amount of aid 21 made available pursuant to section 257.10, subsection 22 11, in order to reimburse the auditor for the cost of 23 the review conducted pursuant to this subparagraph. 24 Sec. ___. Section 256D.3, subsection 3, Code 2013, 25 is amended to read as follows: 26 3. Beginning January 15, 2006, the The department 27 of education shall submit an annual report by January 28 15 to the chairpersons and ranking members of the 29 senate and house education committees general assembly 30 that includes the statewide average school district 31 class size in basic skills instruction in kindergarten 32 through grade three, by grade level and by district 33 size, and describes school district progress toward 34 achieving early intervention block grant program goals 35 and the ways in which school districts are using moneys 36 received pursuant to this chapter section 257.10, 37 subsection 11, and expended as provided in section 38 256D.2A . The report shall include district-by-district 39 information showing the allocation received for early 40 intervention block grant program purposes, the total 41 number of students enrolled in grade four in each 42 district, and the number of students in each district 43 who are not proficient in reading in grade four for 44 the most recent reporting period , as well as for 45 each reporting period starting with the school year 46 beginning July 1, 2001 . 47 Sec. ___. in consultation with the auditor of state and the 1 legislative services agency, shall annually conduct 2 a performance audit of the programs, instructional 3 support, and materials provided by each school district 4 from funds received pursuant to section 257.10, 5 subsection 11. The purpose of a performance audit 6 is to assess the performance of a school district in 7 carrying out the purposes of this chapter, including 8 the effectiveness of the programs, instructional 9 support, and materials provided by the school district 10 from funds received pursuant to section 257.10, 11 subsection 11, based on the goals and requirements 12 established under this chapter. The department may 13 make recommendations to improve school district and 14 program performance which may include modifying, 15 streamlining, consolidating, expanding, redesigning, or 16 eliminating such programs, instructional support, and 17 materials. The department shall submit its findings 18 and recommendations to the general assembly annually 19 by January 15. > 20 2.
