1.
A
value-added
assessment
system
shall
be
7
established
and
implemented
by
the
department
not
later
8
than
January
31,
2014,
to
provide
for
multivariate
9
longitudinal
analysis
of
annual
student
test
scores
10
to
determine
the
influence
of
a
school
district’s
11
educational
program
on
student
academic
growth
and
12
to
guide
school
district
improvement
efforts.
The
13
department
shall
select
a
value-added
assessment
system
14
provider
through
a
request
for
proposals
process.
The
15
system
provider
selected
by
the
department
shall
offer
16
a
value-added
assessment
system
to
calculate
annually
17
the
academic
growth
of
each
student
enrolled
in
grade
18
levels
three
through
eleven
and
tested
in
accordance
19
with
this
section,
and
shall,
at
a
minimum,
meet
all
20
of
the
following
criteria:
21
a.
Use
a
mixed-model
statistical
analysis
that
has
22
the
ability
to
use
all
achievement
test
data
for
each
23
student,
including
the
data
for
students
with
missing
24
test
scores,
that
does
not
adjust
downward
expectations
25
for
student
progress
based
on
race,
poverty,
or
26
gender,
and
that
will
provide
the
best
linear
unbiased
27
predictions
of
school
or
other
educational
entity
28
effects
to
minimize
the
impact
of
random
errors.

b.
Have
the
ability
to
work
with
test
data
from
30
a
variety
of
sources,
including
data
that
are
not
31
vertically
scaled,
and
to
provide
support
for
school
32
districts
utilizing
the
system.
33
c.
Have
the
capacity
to
receive
and
report
results
34
electronically
and
provide
support
for
districts
35
utilizing
the
system.
36
d.
Have
the
ability
to
create
for
each
school
37
district
a
chart
that
reports
grade-equivalent
scores
38
for
grades
three
through
eight
and
gains
between
39
consecutive
pairs
of
grades
for
each
attendance

center,
and
that
provides
for
a
district-wide
study

2.
Annually,
each
school
district
that
administers

the
Iowa
assessments
shall,
within
thirty
days
of

receiving
the
test
scores,
submit
the
test
scores
for
45
each
attendance
center
within
the
school
district
and
46
each
grade
level
tested,
from
grades
three
through
47
eleven,
to
the
system
provider
selected
pursuant
to
48
subsection
1.
School
districts
may
submit
additional

assessment
data
for
analysis
and
inclusion
in
reports

districts
pursuant
to

the
extent
that
the
assessment
meets
the
criteria

valid
academic
progress
interpretation
specified
by

system
provider.

3.
The
system
provider
shall
provide
analysis
5
to
school
districts
submitting
test
scores
pursuant
6
to
subsection
2,
and
to
the
department
of
education.
7
The
analysis
shall
include
but
not
be
limited
to
8
attendance-center-level
test
results
for
the
Iowa
9
assessments
in
the
areas
of
reading
and
mathematics
10
and
other
core
academic
areas
when
possible.
The
11
analysis
shall
also
include
but
not
be
limited
to
the
12
number
of
students
tested,
the
number
of
test
results
13
used
to
compute
the
averages,
the
average
standard
14
score,
the
corresponding
grade
equivalent-score,
the
15
average
stanine
score
for
the
group,
the
normal
curve
16
equivalent
of
average
standard
scores,
and
percentile
17
ranks
based
on
student
norms,
as
well
as
measures
of
18
student
progress.
The
system
provider
shall
create
a
19
chart
for
each
school
district
in
accordance
with
the
20
criteria
set
forth
in
subsection
1.
21
4.
Each
school
district
shall
have
complete
22
access
to
and
full
utilization
of
its
own
value-added
23
assessment
reports
and
charts
generated
by
the
system
24
provider
at
the
student
level
for
the
purpose
of
25
measuring
student
achievement
at
different
educational
26
entity
levels.
27
5.
Student
academic
growth
determined
pursuant
to
28
this
section
shall
not
be
used
in
teacher
evaluation
29
and
shall
not
be
published
if
individual
teacher
30
effects
can
be
surmised.
31
6.
Information
about
student
academic
growth
may
32
be
used
by
the
school
district,
including
school
board
33
members,
administration,
and
staff,
for
defining
34
student
and
district
learning
goals
and
professional
35
development
related
to
student
learning
goals
across
36
the
school
district.
A
school
district
may
submit
its
37
academic
growth
measures
in
the
annual
report
submitted
38
pursuant
to
section
256.7,
subsection
21,
and
may
39
reference
in
the
report
state
level
norms
for
purposes
40
of
demonstrating
school
district
performance.
However,
41
unless
a
school
district
chooses
to
submit
its
academic
42
measures
in
the
annual
report
submitted
pursuant
to
43
section
256.7,
subsection
21,
such
measures
are
not
44
public
records
for
the
purposes
of
chapter
22.
45
7.
The
department
may
use
student
academic
46
progress
data
to
determine
school
improvement
and
47
technical
assistance
needs
of
school
districts,
and
to
48
identify
school
districts
achieving
exceptional
gains.

Beginning
January
15,
2015,
and
by
January
15
of
each
50

year,
the
department
shall
submit
an
annual
1
progress
report
regarding
the
use
of
student
academic
2
growth
information
in
the
school
improvement
processes
3
to
the
general
assembly
and
shall
publish
the
progress

report
on
its
internet
website.

8.
The
department
is
encouraged
to
advocate
that
6
the
United
States
department
of
education
allow
7
reporting
of
student
academic
progress
as
an
additional
8
valid
measure
of
school
performance,
as
an
alternative
9
for
meeting
federal
safe
harbor
provisions,
and
for
10
establishing
statewide
progress
under
the
federal
No
11
Child
Left
Behind
Act
of
2001,
Pub.
L.
No.
107-110,
and
12
any
federal
regulations
adopted
pursuant
to
the
federal
13
Act.

9.
A
school
district
shall
use
the
value-added
15
assessment
system
established
by
the
department
16
pursuant
to
subsection
1
not
later
than
the
school
17
year
beginning
July
1,
2014.
However,
the
director
18
of
educational
services
of
an
area
education
agency
19
may
grant
a
request
made
by
a
board
of
directors
of
a
20
school
district
located
within
the
boundaries
of
the
21
area
education
agency
stating
its
desire
to
use
an
22
alternative
system
to
compute
and
report
value-added
23
scores
that
is
statistically
valid
and
reliable.
