Senate File 423 S-3071 Amend Senate File 423 as follows: 1 1. Page 46, after line 27 by inserting: 2 < DIVISION ___ 3 PARENT LIAISON COUNSELOR PILOT PROGRAM 4 Sec. ___. NEW SECTION . 280.30 Parent liaison 5 counselor pilot program. 6 1. A parent liaison counselor pilot program is 7 established to be administered by the department of 8 education. The goals of the program shall be to raise 9 student achievement, as measured by increasing high 10 school graduation rates, increasing the percentage of 11 high school graduates who are qualified to enroll in a 12 college or university, and increasing the percentage of 13 students who successfully complete college preparatory 14 coursework while enrolled in high school. The 15 department of education shall adopt measures which 16 reflect the goals of the program for the purpose of 17 assessing the effectiveness of the program. 18 2. A school district identified by the department 19 of education as a persistently lowest-achieving school 20 may participate in the program and shall employ one 21 parent liaison counselor. A parent liaison counselor 22 shall be a guidance counselor licensed under chapter 23 272 who is currently employed by the school district. 24 The guidance counselor shall be issued a full-time 25 contract for the full school year. The additional 26 contract days shall be used to administer the program. 27 3. A parent liaison counselor shall have the 28 following duties: 29 a. Meeting and working with targeted students 30 and the parents of targeted students, whether at a 31 student’s home or in a student’s school, regarding 32 course selection, career planning, and postsecondary 33 preparation. 34 b. For targeted students in middle school, focusing 35 primarily on helping targeted students and the parents 36 of targeted students with advance planning and course 37 selection for high school. 38 4. For purposes of this section, targeted students 39 are students who have unrealized academic potential and 40 whose circumstances inhibit their academic performance, 41 including but not limited to students who are limited 42 English proficient, students in special education, 43 students in individualized education programs, students 44 from families with a family income at or below two 45 hundred percent of the federal poverty level as defined 46 by the most recently revised poverty income guidelines 47 published by the United States department of health 48 and human services, students with ongoing attendance 49 issues, and other at-risk student populations 50 -1- SF423.1155 (3) 85 kh/rj 1/ 2 #1.
