the
effectiveness

of
the
teacher’s
performance
of
duty

to

approval
pursuant
to
this
section.

Compliance
with
this
section
shall
be
determined
by

the
accreditation
team
authorized
pursuant
to
section

256.11.
A
school
district
shall
not
be
required
to

fully
implement
a
state
model
or
comparable
system

pursuant
to
this
section
if
implementation
costs

exceed
the
state
school
foundation
aid,
including
the

moneys
received
under

the

district
receives.
However,

Planning
grants.
Contingent
on
a
specific

appropriation
for
these
purposes,
a
school
district

may
apply

commission

leadership

compensation

pursuant
to
subsection

planning
grant
to
design
an
implementation

strategy
for
a
state
model
set
forth
in

The
planning
grant
shall
be
used

decision-making
process
that

department

the
state
models
and
comparable

systems
by
school
districts
approved
pursuant
to
8
this
section.
The
commission
shall
evaluate
the
9
applications
submitted
for
approval
pursuant
to
10
this
section
and
shall
approve
or
disapprove
such
11
applications.
If
the
commission
disapproves
an
12
application,
the
commission
shall
specify
the
reasons
13
for
disapproval.
A
school
district
that
receives
14
approval
to
implement
a
state
model
or
comparable
15
system
under
this
section
is
eligible
to
receive
funds
16
under
section
257.10,
subsection
12.
An
application
17
for
implementation
of
a
state
model
or
comparable
18
system
shall
only
be
approved
if
the
school
district
19
receives
state
school
foundation
aid,
including
the
20
moneys
received
under
section
257.10,
subsections
9
21
and
12,
in
an
amount
that
will
cover
the
costs
of
the
22
state
model
or
comparable
system
approved
pursuant
to
23
this
section.
In
addition,
the
commission
shall
review

the
use

effectiveness

Model
requirements.
The
teacher
leadership
13
framework
model
requirements
shall
be
as
follows:

a.
Initial
teacher.

(1)
The
salary
for
an
initial
teacher
who
has

successfully
completed
an
approved
practitioner
17
preparation
program
as
defined
in
section
272.1
or
18
holds
an
initial
or
intern
teacher
license
issued
19
under
chapter
272,
and
who
participates
in
the
initial
20
teacher
mentoring
and
induction
program
as
provided
in

this
chapter,
shall
be
at
least
thirty-five
thousand

dollars,
which
shall
also
constitute
the
minimum
salary

for
an
Iowa
teacher.

An
initial
teacher
shall

a

residency
during

year

employment

to

leadership
roles.

A

teacher
shall
