Section 267A.2, subsection 4, Code 2014, 6 is amended to read as follows: 7 4. “Fund” means the local food and farm program 8 innovation fund created in section 267A.5 . 9 Sec. ___. Section 267A.5, Code 2014, is amended to 10 read as follows: 11 267A.5 Local food and farm program innovation fund. 12 A local food and farm program innovation fund 13 is created in the state treasury under the control 14 of the department. The fund is separate from the 15 general fund of the state. The fund is composed of 16 moneys appropriated by the general assembly and moneys 17 available to and obtained or accepted by the local food 18 and farm program from the United States government or 19 private sources for placement in the fund. Moneys 20 in the fund shall be used to carry out the purpose 21 and goals of this chapter as provided in section 22 267A.1 , including but not limited to administering the 23 local food and farm program as provided in section 24 267A.6 . The fund shall be managed by the department in 25 consultation with the local food and farm coordinator, 26 under the supervision of the local food and farm 27 program council. 28 Sec. ___. LOCAL FOOD AND FARM INNOVATION FUND 29 —— APPROPRIATION TO SUPPORT FOOD HUBS OR FARMING 30 INNOVATION ZONES PROJECTS. 31 1. There is appropriated from the general fund of 32 the state to the local food and farm innovation fund 33 created in section 267A.5, as amended by this Act, for 34 the fiscal year beginning July 1, 2014, and ending June 35 30, 2015, the following amount, or so much thereof as 36 is necessary, to be used for the purposes designated: 37 For purposes of supporting food hubs or farming 38 innovation zones projects as provided in this section: 39 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 1,000,000 40 2. Moneys appropriated in subsection 1 shall be 41 allocated by the local food and farm program council 42 established pursuant to section 267A.3 to support 43 projects for the development or expansion of food hubs 44 or farming innovation zones in this state. 45 a. A food hub must be a centrally located facility 46 with a business management structure facilitating the 47 aggregation, storage, processing, distribution, or 48 marketing of locally or regionally produced food or 49 food products. 50 -1- H8315.4322 (2) 85 tm/jp 1/ 3 #1.
b. A farming innovation zone must be a publicly 1 recognized location for research, development, 2 demonstration, and education that does all of the 3 following: 4 (1) Prepares beginning farmers for the production 5 of diversified food products in Iowa for processing, 6 wholesaling, and retailing on a local or regional 7 basis. 8 (2) Fosters the diversification of farm operations 9 in which existing producers are engaged. 10 (3) Supports the creation and expansion of 11 production and market infrastructure for a local foods 12 economy, including but not limited to food hubs. 13 3. Notwithstanding section 8.33, moneys that remain 14 unencumbered or unobligated at the end of the fiscal 15 year shall not revert but shall remain available to 16 support the purposes of this section for the succeeding 17 fiscal year. > 18 2.
