An investment made prior to January 1, 2002, 8 shall not qualify for a tax credit under this division . 9 5. A tax credit shall not be redeemed during any 10 tax year beginning prior to January 1, 2005. A tax 11 credit shall not be transferable to any other taxpayer. 12 Sec. ___. Section 15E.43, Code 2014, is amended by 13 adding the following new subsection: 14 NEW SUBSECTION . 5A.
