a.
Iowans
support
reducing
the
number
of

abortions
performed
in
our
state.
For
an
abortion
12
covered
under
the
program,
except
in
the
case
of
a
13
medical
emergency,
as
defined
in
section
135L.1
,
for
14
any
woman,
the
physician
shall
certify
both
of
the
15
following:

(1)
That
the
woman
has
been
given
the
opportunity
17
to
view
an
ultrasound
image
of
the
fetus
as
part
of
the
18
standard
of
care
before
an
abortion
is
performed.
19
(2)
That
the
woman
has
been
provided
information
20
regarding
the
options
relative
to
a
pregnancy,
21
including
continuing
the
pregnancy
to
term
and
22
retaining
parental
rights
following
the
child’s
birth,
23
continuing
the
pregnancy
to
term
and
placing
the
child
24
for
adoption,
and
terminating
the
pregnancy.
25
b.
Funds
appropriated
under
this
section
shall
not
26
be
used
for
abortions,
unless
otherwise
authorized
27
under
this
section.
Notwithstanding
any
provision
to
28
the
contrary,
funds
appropriated
under
this
section
29
shall
not
be
used
for
abortions.

c.
b.
The
provisions
of
this
section
relating

to
abortions
shall
also
apply
to
the
Iowa
health
and
32
wellness
plan
created
pursuant
to
chapter
249N
,
as

enacted
in
this
Act
.

c.
For
the
purposes
of

section,
“abortion”

means
the
