Of the amount appropriated in subsection 3 1, not more than $5,000 is allocated to the department 4 to conduct a food waste study. The department shall 5 study excess food items including uneaten food or 6 food scraps together with ingredients, oils, fats, or 7 other food preparation products that may be wasted by 8 disposal in a sanitary landfill or by incineration. 9 The department shall study methods for reducing and 10 recovering excess food items generated on a large scale 11 by businesses formed on a profit or nonprofit basis, 12 state agencies, and local governments. 13 b. In conducting the study the department shall do 14 all of the following: 15 (1) Consider the food recovery hierarchy adopted 16 by the United States environmental protection agency 17 and develop resources and strategies for practical 18 voluntary use by businesses, state agencies, and local 19 governments. 20 (2) Cooperate with the Iowa waste reduction center 21 for the safe and economic management of solid waste and 22 hazardous substances established pursuant to section 23 268.4. 24 (3) Consult with interested persons who generate 25 a large volume of excess food items, or associations 26 representing such persons, including profit or 27 nonprofit businesses; state agencies, including the 28 department of corrections, regents institutions, 29 community colleges, and hospitals; and local 30 governments. 31 c. The department shall prepare a report that 32 identifies barriers that prevent businesses, state 33 agencies, and local governments from reducing and 34 recovering excess food items, and makes recommendations 35 regarding how state government may better provide 36 resources and strategies to accomplish those 37 reductions. The department shall submit the report to 38 the governor and general assembly by January 1, 2015. 39 d. This subsection is repealed on January 2, 2015. > 40 2.
