Senate File 2195 H-8175 Amend the amendment, H-8151, to Senate File 2195, as 1 passed by the Senate, as follows: 2 1. Page 1, before line 5 by inserting: 3 < Sec. ___. Section 8A.321, Code 2014, is amended by 4 adding the following new subsection: 5 NEW SUBSECTION . 15. a. Contract with an 6 independent engineer to conduct an analysis regarding 7 the performance of solar panels installed at the 8 energy-efficient building constructed pursuant to 9 section 476.10B. The analysis shall be conducted on 10 an annual basis commencing on December 31 of the year 11 following a full year of solar panel operation and 12 December 31 each year thereafter, and shall continue 13 until the panels are removed from service. A report 14 summarizing the annual analysis shall be submitted to 15 the general assembly by March 31 following each annual 16 analysis period. 17 b. The annual analysis shall include or encompass 18 the following factors: 19 (1) The total actual cost to acquire, install, 20 test, and commission the installation project. 21 (2) The total operating and maintenance costs 22 incurred, including but not limited to internal 23 and external labor, repairs, panel cleaning, and 24 replacement parts. 25 (3) The actual kilowatt hours of 26 alternating-current generation produced by the project 27 and the associated capacity factor. 28 (4) The performance ratio for the project. 29 (5) The actual project availability. 30 (6) The sale of any renewable energy credits 31 generated by the project. 32 (7) The calculated annual degradation rate for the 33 project. 34 (8) The alternating current output in comparison 35 to solar insolation. 36 (9) The actual electricity and demand charge 37 savings resulting from the project. 38 (10) Financing costs incurred to support the 39 project. 40 (11) Estimated project decommissioning costs, net 41 of any expected salvage value. 42 (12) The projected and actual internal rate 43 of return and payback of the project including 44 tax impacts, to the extent applicable over the 45 twenty-five-year period following installation. 46 c. In conducting the analysis, each of the factors 47 listed in paragraph “b” shall be compared to and 48 reconciled with the pro forma document developed when 49 the project was originally proposed. 50 -1- H8151.3631 (2) 85 rn/nh 1/ 2 #1.
d. An amount, not to exceed ten thousand dollars 1 annually, shall be transferred from the department of 2 commerce revolving fund created in section 546.12 to 3 the department of administrative services for purposes 4 of conducting the analysis. > 5 2.
