COST-SHARE PROGRAM. 5 1. There is appropriated from the general fund of 6 the state to the department of agriculture and land 7 stewardship for the fiscal year beginning July 1, 2014, 8 and ending June 30, 2015, the following amount, or 9 so much thereof as is necessary, to be used for the 10 purposes designated: 11 For use by the department in providing for soil and 12 water conservation administration, the conservation of 13 soil and water resources, or the support of soil and 14 water conservation district commissioners: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 18,500,000 16 2. Not more than 5 percent of the moneys 17 appropriated in subsection 1 may be allocated for cost 18 sharing to address complaints filed under section 19 161A.47 . 20 3. Of the moneys appropriated in subsection 1, 5 21 percent shall be allocated for financial incentives 22 to establish practices to protect watersheds above 23 publicly owned lakes of the state from soil erosion and 24 sediment as provided in section 161A.73 . 25 4. Not more than 30 percent of a soil and water 26 conservation district’s allocation of moneys as 27 financial incentives may be provided for the purpose 28 of establishing management practices to control soil 29 erosion on land that is row cropped, including but 30 not limited to no-till planting, ridge-till planting, 31 contouring, and contour strip-cropping as provided in 32 section 161A.73 . 33 5. The state soil conservation committee 34 established by section 161A.4 may allocate moneys 35 appropriated in subsection 1 to conduct research and 36 demonstration projects to promote conservation tillage 37 and nonpoint source pollution control practices. 38 6. The allocation of moneys as financial incentives 39 as provided in section 161A.73 may be used in 40 combination with moneys allocated by the department of 41 natural resources. 42 7. Not more than 15 percent of the moneys 43 appropriated in subsection 1 may be used for costs of 44 administration and implementation of soil and water 45 conservation practices. 46 8. Notwithstanding section 8.33, moneys 47 appropriated in this section for the fiscal year 48 beginning July 1, 2014, that remain unencumbered or 49 unobligated at the close of the fiscal year shall not 50 -1- HF2458.3561 (2) 85 da/jp 1/ 2 #1.
