To the extent possible, the departments 3 and the office shall also include relevant budgetary 4 considerations including staff and system needs, in 5 their recommendations. If the departments and the 6 office cannot reach consensus to develop a unified 7 recommendation, the director of each department and the 8 attorney general shall each provide a separate written 9 report and an explanation of the differences in the 10 proposed recommendations.
