House File 2194 H-8012 Amend House File 2194 as follows: 1 1. By striking everything after the enacting clause 2 and inserting: 3 < Section 1. Section 257.8, subsections 1 and 2, 4 Code 2014, are amended to read as follows: 5 1. State percent of growth. The state percent of 6 growth for the budget year beginning July 1, 2012, 7 is two percent. The state percent of growth for the 8 budget year beginning July 1, 2013, is two percent. 9 The state percent of growth for the budget year 10 beginning July 1, 2014, is four percent. The state 11 percent of growth for the budget year beginning July 12 1, 2015, is six percent. The state percent of growth 13 for each subsequent budget year shall be established 14 by statute which shall be enacted within thirty days 15 of the submission in the year preceding the base year 16 of the governor’s budget under section 8.21 . The 17 establishment of the state percent of growth for a 18 budget year shall be the only subject matter of the 19 bill which enacts the state percent of growth for a 20 budget year. 21 2. Categorical state percent of growth. The 22 categorical state percent of growth for the budget 23 year beginning July 1, 2012, is two percent. The 24 categorical state percent of growth for the budget 25 year beginning July 1, 2013, is two percent. The 26 categorical state percent of growth for the budget 27 year beginning July 1, 2014, is four percent. The 28 categorical state percent of growth for the budget 29 year beginning July 1, 2015, is six percent. The 30 categorical state percent of growth for each budget 31 year shall be established by statute which shall 32 be enacted within thirty days of the submission in 33 the year preceding the base year of the governor’s 34 budget under section 8.21 . The establishment of the 35 categorical state percent of growth for a budget year 36 shall be the only subject matter of the bill which 37 enacts the categorical state percent of growth for a 38 budget year. The categorical state percent of growth 39 may include state percents of growth for the teacher 40 salary supplement, the professional development 41 supplement, the early intervention supplement, and the 42 teacher leadership supplement. 43 Sec. 2. CODE SECTION 257.8 —— IMPLEMENTATION. The 44 requirements of section 257.8, subsections 1 and 45 2, regarding the subject matter limitation of bills 46 establishing the state percent of growth and the 47 categorical state percent of growth do not apply to 48 this Act. 49 Sec. 3.
