Section 15.342A, Code 2013, is amended 9 to read as follows: 10 15.342A Workforce development fund account. 11 A workforce development fund account is established 12 in the office of the treasurer of state under the 13 control of the authority. The account shall receive 14 funds pursuant to section 422.16A up to a maximum of 15 four six million dollars per year. The account shall 16 also receive funds pursuant to section 15.251 with no 17 dollar limitation. 18 Sec. ___. Section 15.343, subsection 2, paragraphs 19 a and d, Code 2013, are amended by striking the 20 paragraphs. 21 Sec. ___. Section 15.343, subsection 3, paragraph 22 a, Code 2013, is amended to read as follows: 23 a. Three Five million dollars shall be used for 24 purposes provided in section 260F.6 . > 25 4. Section 260F.6, subsection 2, Code 2013, 30 is amended to read as follows: 31 2. To provide funds for the present payment of 32 the costs of a training program by the business, 33 the community college may provide to the business an 34 advance of the moneys to be used to pay for the program 35 costs as provided in the agreement. To receive the 36 funds for this advance from the job training fund 37 established in subsection 1 , the community college 38 shall submit an application to the economic development 39 authority. The amount of the advance shall not exceed 40 twenty-five fifty thousand dollars for any business 41 site, or fifty one hundred thousand dollars within 42 a three-fiscal-year period for any business site. 43 If the project involves a consortium of businesses, 44 the maximum award per project shall not exceed 45 fifty one hundred thousand dollars. Participation 46 in a consortium does not affect a business site’s 47 eligibility for individual project assistance. Section 422.16A, Code 2013, is amended to 2 read as follows: 3 422.16A Job training withholding —— certification 4 and transfer. 5 Upon the completion by a business of its repayment 6 obligation for a training project funded under chapter 7 260E , including a job training project funded under 8 section 15A.8 or repaid in whole or in part by the 9 supplemental new jobs credit from withholding under 10 section 15A.7 or section 15E.197 , the sponsoring 11 community college shall report to the economic 12 development authority the amount of withholding paid by 13 the business to the community college during the final 14 twelve months of withholding payments. The economic 15 development authority shall notify the department of 16 revenue of that amount. The department shall credit 17 to the workforce development fund account established 18 in section 15.342A twenty-five percent of that amount 19 each quarter for a period of ten years. If the 20 amount of withholding from the business or employer 21 is insufficient, the department shall prorate the 22 quarterly amount credited to the workforce development 23 fund account. The maximum amount from all employers 24 which shall be transferred to the workforce development 25 fund account in any year is four six million dollars. > 26 5.
