Section 8A.402, subsection 1, Code 2013, 6 is amended by adding the following new paragraph: 7 NEW PARAGRAPH . i. The development and 8 implementation of a plan to centralize the human 9 resource management functions for state executive 10 branch agencies within the department, except for 11 institutions under the control of the state board of 12 regents. 13 Sec. ___. DEPARTMENT OF ADMINISTRATIVE SERVICES —— 14 CENTRALIZED HUMAN RESOURCE MANAGEMENT. 15 1. The director of the department of administrative 16 services shall develop and implement a plan to 17 centralize the human resource management functions 18 for executive branch agencies under the department of 19 administrative services, except for institutions under 20 the control of the state board of regents, by December 21 15, 2015. 22 2. The centralized human resource management plan 23 shall do all of the following: 24 a. Identify the human resource duties and processes 25 being utilized by each agency. 26 b. Identify the positions being utilized by the 27 agencies to perform the human resource duties. 28 c. Establish best practices for a consolidated 29 human resources model and identify the estimated cost 30 savings that will result from implementation of the 31 plan. 32 d. Detail and implement an organizational structure 33 to support a fully consolidated human resources model. 34 e. Identify space, technology, and equipment needs, 35 and acquire and implement such tools and resources in 36 support of the consolidated human resources model. 37 Such efforts shall be done in collaboration with 38 affected executive branch agencies and the state chief 39 information officer and the general services, state 40 accounting, and information technology enterprises of 41 the department of administrative services. 42 f. Establish a comprehensive budget to be used and 43 establish the utility rate to be charged each agency as 44 a result of the consolidation. 45 g. Establish detailed timelines for transition and 46 communicate the timelines to the agencies. 47 3. State executive branch agencies, except for 48 institutions under the control of the state board of 49 regents, shall do all of the following: 50 -1- SF396.1580 (2) 85 ec/rj 1/ 3 #1. #2.
a. Provide the department of administrative 1 services with all of the following information: 2 (1) Information regarding the human resource duties 3 and responsibilities being performed by agency staff. 4 (2) The direct and indirect costs associated with 5 agency staff performing human resource duties. 6 (3) Information about the human resource 7 information and records storage systems being used to 8 perform human resource work. 9 b. Adjust internal staffing as required in the 10 centralized human resource management plan developed by 11 the department of administrative services. 12 c. Agencies outside of the department of 13 administrative services shall not hire or replace any 14 staff for the purposes of conducting human resource 15 work. The department of administrative services shall 16 partner with agencies to transition and consolidate 17 work in the human resource enterprise of the department 18 of administrative services. 19 d. Transition to the human resources and payroll 20 systems selected and operated by the department 21 of administrative services pursuant to timelines 22 identified by the department of administrative 23 services. 24 e. Adhere to all objectives and timelines required 25 in the centralized human resource management plan 26 developed by the department of administrative services. 27 Sec. ___. HUMAN RESOURCES PERSONNEL —— TRANSITION 28 PROVISIONS. Any noncontract employee who is subject 29 to an employer-mandated reassignment, reduction in 30 hours, layoff, or potential termination as a result of 31 the implementation of the centralized human resource 32 management plan as provided in this division of 33 this Act shall not be authorized to bump or replace 34 an employee in a position covered by a collective 35 bargaining agreement. In order to implement this 36 requirement, if a layoff of noncontract employees 37 were to occur as the result of the centralized human 38 resource management plan, then the layoff units 39 specified within the layoff plan shall not include any 40 positions covered by a collective bargaining agreement. 41 For purposes of this section, a noncontract employee 42 means an employee of the state in a position that is 43 not covered by a collective bargaining agreement. > 44 3. Section 232.69, subsection 3, paragraph 7 d, subparagraph (2), Code 2013, is amended to read as 8 follows: 9 (2) A training program using a curriculum approved 10 by the abuse education review panel established by the 11 director of public health pursuant to section 135.11 . 12 Sec. ___. Section 235B.16, subsection 5, paragraph 13 d, subparagraph (2), Code 2013, is amended to read as 14 follows: 15 (2) A training program using a curriculum approved 16 by the abuse education review panel established by the 17 director of public health pursuant to section 135.11 . 18 Sec. ___. Section 235B.16, subsection 5, paragraph 19 e, Code 2013, is amended to read as follows: 20 e. A person required to complete both child 21 abuse and dependent adult abuse mandatory reporter 22 training may complete the training through a program 23 which combines child abuse and dependent adult abuse 24 curricula and thereby meet the training requirements of 25 both this subsection and section 232.69 simultaneously. 26 A person who is a mandatory reporter for both child 27 abuse and dependent adult abuse may satisfy the 28 combined training requirements of this subsection 29 and section 232.69 through completion of a two-hour 30 training program, if the training program curriculum 31 is approved by the appropriate licensing board or 32 the abuse education review panel established by the 33 director of public health pursuant to section 135.11 . > 34 5.
