From
the
moneys
appropriation
in
this
subsection,

$10,000,000
shall
be
distributed
to
eligible
students

enrolled
as
undergraduates
in
institutions
of
higher

learning
governed
by
the
state
board
of
regents.
For

purposes
of
this
section,
“eligible
student”
means
a

resident
student
who
has
established
financial
need.

The
commission
shall
collaborate
with
the
state
board

of
regents
in
distributing
funds
pursuant
to
this
12
subsection.
The
commission,
in
collaboration
with
the
13
state
board
of
regents,
shall
submit
by
January
15,
14
2014,
a
report
to
the
general
assembly
which
provides
15
the
number
of
individuals
who
received
assistance
under
16
this
subsection,
the
amount
of
assistance
provided
to
17
those
individuals,
and
the
institutions
from
which
the
18
individuals
graduated.
The
report
shall
include
the
19
commission’s
findings
and
recommendations.
