Page 48, after line 20 by inserting: 2 < DIVISION ___ 3 STATEWIDE PRESCHOOL PROGRAM FOR FOUR-YEAR-OLD CHILDREN 4 —— PARTICIPATION AND EXPANSION 5 Sec. ___. Section 256C.5, subsection 2, Code 2013, 6 is amended to read as follows: 7 2. Preschool foundation aid district amount. 8 a. For the initial school year for which a school 9 district approved to participate in the preschool 10 program receives that approval and implements the 11 preschool program, the funding for the preschool 12 foundation aid payable to that school district shall 13 be paid from the appropriation made for that school 14 year in section 256C.6 , Code 2011 256C.7 , or in another 15 appropriation made for purposes of this chapter . For 16 that school year, the preschool foundation aid payable 17 to the school district is the product of the regular 18 program state cost per pupil for the school year 19 multiplied by sixty percent of the school district’s 20 eligible student enrollment on the date in the school 21 year determined by rule. 22 b. For budget years subsequent to the initial 23 school year for which a school district approved 24 to participate in the preschool program receives 25 that initial approval and implements the preschool 26 program, the funding for the preschool foundation aid 27 payable to that school district shall be paid from the 28 appropriation made in section 257.16 . Continuation 29 of a school district’s participation in the preschool 30 program for a second or subsequent budget year is 31 subject to the approval of the department based upon 32 the school district’s compliance with accountability 33 provisions and the department’s on-site review of the 34 school district’s implementation of the preschool 35 program. 36 c. (1) For the initial school year for which a 37 school district previously approved to participate in 38 the preschool program receives expansion funding, the 39 funding for the expansion funding preschool foundation 40 aid payable to that school district shall be paid 41 from the appropriation made for that school year in 42 section 256C.7, or in another appropriation made for 43 purposes of this chapter. For that school year, the 44 expansion funding preschool foundation aid payable 45 to the school district is the product of the regular 46 program state cost per pupil for the school year 47 multiplied by fifty percent of the school district’s 48 enrollment of additional eligible students for whom the 49 school district applied and who were approved by the 50 -1- HF215.290 (2) 85 jp/rj 1/ 3 #1.
department in accordance with section 256C.7 in the 1 district’s approved local program on the date in the 2 school year determined by rule. 3 (2) For budget years subsequent to the initial 4 school year for which a school district approved to 5 participate in the preschool program receives expansion 6 funding, the funding for the preschool foundation aid 7 payable for the number of eligible students initially 8 paid for by the expansion funding provided to that 9 school district shall be paid from the appropriation 10 made in section 257.16. 11 Sec. ___. NEW SECTION . 256C.7 Phase-in and 12 expansion —— appropriations. 13 1. Phase-in. For the initial fiscal year in 14 which a school district participates in the preschool 15 program pursuant to an appropriation provided in 16 subsection 3, the department shall apply a modified 17 set of the requirements of the provisions of this 18 chapter relating to preschool program implementation, 19 preschool enrollment reporting, and distribution of 20 funding as necessary to begin the distribution in that 21 fiscal year and additional program implementation in 22 the next fiscal year. For each month after September 23 1, in the initial fiscal year that a school district 24 approved to participate in the preschool program 25 begins programming, the department shall reduce the 26 preschool foundation aid payable to the school district 27 by one-tenth of the amount that would otherwise have 28 been payable to the school district for the full school 29 year. 30 2. Expansion funding. If the anticipated 31 enrollment count of the eligible students enrolled in 32 the approved local program implemented by a school 33 district exceeds the enrollment count used to calculate 34 the preschool budget enrollment for the district’s 35 approved local program for that budget year, the school 36 district may apply to the department for approval of 37 expansion funding to cover the additional enrollment. 38 If the actual additional enrollment is less than 39 anticipated, the preschool foundation aid payable to 40 the school district in the subsequent budget year shall 41 be offset by the excess amount. The expansion funding 42 shall be paid from the appropriation made in subsection 43 3. 44 3. Appropriations. There is appropriated from 45 the general fund of the state to the department of 46 education for the designated fiscal years the following 47 amounts, or so much thereof as is necessary, to be used 48 for the initial year and expansion funding preschool 49 foundation aid payments to school districts approved 50 -2- HF215.290 (2) 85 jp/rj 2/ 3
to participate in the preschool program and for 1 administrative costs: 2 a. For the fiscal year beginning July 1, 2013, 3 and ending June 30, 2014, twelve million five hundred 4 thousand dollars. 5 b. For the fiscal year beginning July 1, 2014, 6 and ending June 30, 2015, twelve million five hundred 7 thousand dollars. 8 c. For the fiscal year beginning July 1, 2015, 9 and ending June 30, 2016, twelve million five hundred 10 thousand dollars. 11 d. For the fiscal year beginning July 1, 2016, 12 and ending June 30, 2017, twelve million five hundred 13 thousand dollars. 14 4. Insufficient funding. For the fiscal years in 15 the fiscal period beginning July 1, 2013, and ending 16 June 30, 2017, if the number of requests from school 17 districts for initial participation in the preschool 18 program and for expansion funding exceeds the funding 19 made available for the preschool program under this 20 section, the department shall utilize all of the 21 following selection criteria in selecting the school 22 districts that will be approved to participate in the 23 preschool program: 24 a. Priority shall be given to school districts that 25 do not have existing preschool programming within the 26 school district boundaries ahead of applications for 27 expansion funding. 28 b. Priority shall be given to school districts that 29 have a high percentage of children in poverty and such 30 children shall receive first priority for the programs. 31 c. Consideration shall be given to the size 32 of school districts in large, medium, and small 33 categories in order for there to be equitable statewide 34 distribution of preschool program services. 35 d. Consideration shall be given to school districts 36 with established, high-quality, community partnerships 37 for the delivery of preschool programming that are 38 seeking to expand access. 39 5. Repeal. This section is repealed July 1, 2017. > 40 2.
