Section 256.16, subsection 1, paragraph 5 a, subparagraph (2), Code 2013, is amended to read as 6 follows: 7 (2) Administer , prior to a student’s completion of 8 the practitioner preparation program and subject to 9 the director’s approval, subject assessments designed 10 by a nationally recognized testing service that 11 measure pedagogy and knowledge of at least one subject 12 area; or, a valid and reliable subject-area-specific 13 discipline-specific , performance-based assessment for 14 preservice teacher candidates, centered on student 15 learning. A The student may select either the subject 16 assessments or the performance-based assessment, 17 but shall not successfully complete graduate from 18 the program unless the student achieves scores 19 above the twenty-fifth percentile nationally on the 20 successfully passes either of the assessments , subject 21 or performance-based, administered pursuant to this 22 subparagraph. 23 Sec. ___. Section 256.16, subsection 1, Code 2013, 24 is amended by adding the following new paragraph: 25 NEW PARAGRAPH . d. Work with the board of 26 educational examiners to develop valid and reliable 27 pathways to licensure by subject area which a student 28 enrolled in the program may elect to pursue. 29 Sec. ___. Section 256.16, Code 2013, is amended by 30 adding the following new subsection: 31 NEW SUBSECTION . 3. a. A council on pathways 32 to licensure is established, administratively 33 attached to the board of educational examiners, to 34 identify appropriate levels of proficiency in each 35 licensure pathway developed pursuant to subsection 1, 36 paragraph “d” and to periodically review the levels of 37 proficiency in each licensure pathway. The council 38 shall consist of the director of the department 39 of education, or the director’s designee, and the 40 remaining members shall be appointed by the executive 41 director of the board of educational examiners as 42 follows: 43 (1) Three members who shall represent accredited 44 private institutions offering practitioner preparation 45 programs approved pursuant to section 256.7, subsection 46 3. 47 (2) Three members who shall represent institutions 48 of higher learning governed by the state board of 49 regents offering practitioner preparation programs 50 -1- HF215.304 (1) 85 kh/rj 1/ 3 #1.
approved pursuant to section 256.7, subsection 3. 1 b. Members appointed pursuant to paragraph “a” , 2 subparagraphs (1) and (2) shall serve staggered 3 four-year terms. A vacancy shall be filled in the same 4 manner as the original appointment and shall be for the 5 remainder of the unexpired term of the vacancy. The 6 council shall elect a chairperson and vice chairperson. 7 The council shall meet regularly as determined by 8 the council, upon the call of the chairperson, or 9 upon the call of a majority of the members. Members 10 shall be reimbursed for actual and necessary expenses 11 incurred in performance of their duties. The board of 12 educational examiners shall provide staff assistance 13 and administrative support to the council. 14 c. The council shall assist the board of 15 educational examiners and the state board in resolving 16 issues which are directly related to pathways to 17 licensure and practitioner preparation programs. The 18 council shall formulate recommendations on any issue 19 referred to it by the board of educational examiners or 20 the state board and shall submit its recommendations 21 to both boards within any specified time periods. The 22 council shall submit an annual report with its findings 23 and recommendations, including any recommendations for 24 changes in law or policy, to the board of educational 25 examiners, the state board, the governor, and the 26 general assembly by January 15. 27 Sec. ___. COUNCIL ON PATHWAYS TO LICENSURE —— 28 INITIAL RECOMMENDATIONS —— INITIAL MEMBERSHIP TERMS. 29 1. Notwithstanding section 256.16, subsection 3, 30 paragraph “c”, the council on pathways to licensure 31 shall submit an initial report, including its findings 32 and recommendations for changes in law or policy, by 33 November 15, 2013, to the state board of education, 34 the board of educational examiners, the governor, and 35 general assembly, and shall submit its first annual 36 report to the state board of education, the board 37 of educational examiners, the governor, and general 38 assembly by January 15, 2015. 39 2. Initial appointments to the council on pathways 40 to licensure made pursuant to section 256.16, 41 subsection 3, paragraph “a”, subparagraphs (1) and (2) 42 shall be for terms as follows: Two members shall be 43 appointed for two-year terms, two members shall be 44 appointed for three-year terms, and two members shall 45 be appointed for four-year terms. > 46 2.
