1.
An
Iowa
learning
online
initiative
is

established
to
be
administered
by
the
area
education

agencies
to
partner
with
school
districts
and

accredited
nonpublic
schools
to
provide
distance
15
education
to
high
school
students
statewide.
The
area
16
education
agencies
shall
utilize
a
variety
of
content
17
repositories,
including
those
maintained
by
the
public
18
broadcasting
division,
in
administering
the
initiative.

2.
The
initiative
shall
include
an
online
learning
20
program
model
designed
to
prepare
teachers
to
meet
the
21
needs
of
students
in
an
online
learning
environment,
22
including
but
not
limited
to
building
community
23
interaction
and
support,
developing
strategies
for
24
working
with
virtual
students,
and
assessing
virtual
25
students.

3.
Coursework
offered
under
the
initiative
27
shall
be
taught
by
a
teacher
licensed
28
under
chapter
272
who
has
completed
an
29
online-learning-for-Iowa-educators-professional-
30
development
project
offered
by
area
education
agencies,
31
a
teacher
preservice
program,
or
comparable
coursework.

4.
Each
participating
school
district
and
33
accredited
nonpublic
school
shall
submit
its
online
34
curricula
to
its
area
education
agency
for
review.

Each
participating
school
district
and
accredited
36
nonpublic
school
shall
include
in
its
comprehensive
37
school
improvement
plan
submitted
pursuant
to
section
38
256.7,
subsection
21
,
a
list
and
description
of
the
39
online
coursework
offered
by
the
district.

5.
Under
the
initiative,
students
must
be
enrolled
41
in
a
participating
school
district
or
accredited
42
nonpublic
school,
which
is
responsible
for
recording
43
grades
received
for
initiative
coursework
in
a
44
student’s
permanent
record,
awarding
high
school
credit
45
for
initiative
coursework,
and
issuing
high
school
46
diplomas
to
students
enrolled
in
the
district
or
school
47
who
participate
and
complete
coursework
under
the
48
initiative.
Each
participating
school
shall
identify
a
49
site
coordinator
to
serve
as
a
student
advocate
and
as

liaison

staff

teachers
and

Coursework
offered
under
the
initiative
shall

be
rigorous
and
high
quality,
and
the
area
education

agencies
shall
annually
evaluate
the
quality
of
the
5
courses,
ensure
that
coursework
is
aligned
with
the
6
state’s
core
curriculum
and
core
content
requirements
7
and
standards,
as
well
as
national
standards
of
8
quality
for
online
courses
issued
by
an
internationally
9
recognized
association
for
kindergarten
through
grade
10
twelve
online
learning.

7.
The
department
may
waive
for
one
year
the
12
provisions
of
section
256.11,
subsection
5
,
which
13
require
that
specified
subjects
be
offered
and
taught
14
by
professional
staff
of
a
school
district
or
school,
15
if
the
school
district
or
school
makes
every
reasonable
16
and
good
faith
effort
to
employ
a
teacher
licensed
17
under
chapter
272
for
such
a
subject,
and
the
school
18
district
or
school
proves
to
the
satisfaction
of
the
19
department
that
the
school
district
or
school
is
unable
20
to
employ
such
a
teacher.
The
specified
subject
shall
21
be
provided
by
the
initiative.

8.
There
is
appropriated
from
the
general
fund
of
23
the
state
to
the
department,
for
the
following
fiscal
24
years,
the
following
amounts,
to
be
transferred
to
the
25
area
education
agencies
to
be
used
for
administering
26
this
section:
27
a.
For
the
fiscal
year
beginning
July
1,
2013,
28
and
ending
June
30,
2014,
the
sum
of
one
million
five
29
hundred
thousand
dollars.

b.
For
the
fiscal
year
beginning
July
1,
2014,
31
and
ending
June
30,
2015,
the
sum
of
one
million
five
32
hundred
thousand
dollars.

c.
For
the
fiscal
year
beginning
July
1,
