There is 4 appropriated from the general fund of the state to the 5 department of education for the fiscal year beginning 6 July 1, 2013, and ending June 30, 2014, the following 7 amount, or so much thereof as is necessary, to be used 8 for the purposes designated: 9 For purposes of accomplishing the recommendations of 10 the competency-based education task force established 11 pursuant to 2012 Iowa Acts, chapter 1119, section 2, 12 relating to the development of model competencies 13 and the creation of professional development for 14 pre-service and in-service for practitioners: 15 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 200,000 16 The competency-based education task force shall 17 select area education agencies with which it will 18 collaborate to develop model competencies and 19 professional development for pre-service and in-service 20 practitioners. Moneys appropriated in this section 21 shall be transferred to the area education agencies 22 selected for collaboration by the task force. Of the 23 moneys appropriated in this section, not more than 24 $100,000 shall be used for the development of model 25 competencies and not more than $100,000 shall be 26 used for the creation of professional development for 27 pre-service and in-service practitioners. > 28 2. The competency-based education task force 31 is encouraged to complete by June 1, 2013, its efforts 32 relating to the development of a common language and 33 vision for competency-based education and a shared 34 operational definition of competency; conducting a 35 review of current policies, administrative rules, and 36 education and para-educational practices that may block 37 optimal implementation of competency-based education; 38 and establishing a team collaboration with higher 39 education institutions to support smooth transitions 40 for students with competency-based educational 41 experiences in high school, to facilitate entrance 42 into postsecondary institutions, and to work toward 43 instituting training for pre-service practitioners in 44 competency-based environments. > 45 3.
