Senate File 2284 S-5174 Amend Senate File 2284 as follows: 1 1. By striking everything after the enacting clause 2 and inserting: 3 < Section 1. LEGISLATIVE INTENT. It is the intent 4 of the general assembly to develop a kindergarten 5 through grade twelve educational system which prepares 6 Iowa’s youth to be productive citizens who are equipped 7 with the skills and knowledge to compete in the global 8 marketplace. 9 Sec. 2. COMMISSION ON ACADEMIC PREPARATION AND 10 CAREER EXPECTATIONS. 11 1. A commission on academic preparation and 12 career expectations is created to survey current 13 kindergarten through grade twelve educational systems 14 in Iowa and determine their ability to equip students 15 with the skills and knowledge to compete in the 16 global marketplace. The commission shall identify 17 discrepancies between the needs of Iowa employers and 18 the current educational system. 19 2. The commission shall be comprised of five 20 members who shall be appointed by the governor as 21 follows: 22 a. One employer from a company employing more than 23 500 people. The individual should have management 24 experience. 25 b. One employer from a company employing less than 26 100 people. The individual should have management 27 experience. 28 c. One representative from a community college. 29 d. One representative from an accredited 30 postsecondary institution offering baccalaureate degree 31 programs. 32 e. One person with a background in human resources. 33 3. The commission shall elect a chairperson from 34 among its members. Members are entitled to receive 35 a per diem as specified in section 7E.6 for each day 36 spent in performance of duties as members, and shall 37 be reimbursed for all actual and necessary expenses 38 incurred in the performance of duties as members of the 39 commission. 40 4. The commission shall gather sufficient 41 information to identify the components of a globally 42 competitive educational system that produces qualified, 43 employable graduates with requisite skills. 44 5. The commission may request from any state agency 45 or official information and assistance as needed. A 46 state agency or official shall furnish the information 47 or assistance requested within the authority and 48 resources of the state agency or official. 49 6. as necessary to assist the commission in carrying 1 out its duties as set forth in this section. The 2 legislative services agency may provide staffing 3 assistance to the commission. 4 7. The commission shall submit a final report to 5 the commission on educational standards by December 6 31, 2012, summarizing the commission’s activities, 7 analyzing issues studied, making recommendations, and 8 including any other information that the commission 9 deems relevant and necessary. 10 Sec. 3. COMMISSION ON EDUCATIONAL STANDARDS. 11 1. A commission on educational standards is 12 created to develop a kindergarten through grade twelve 13 educational system that equips Iowa’s youth with the 14 skills and knowledge to become productive citizens 15 capable of competing in the global marketplace. 16 2. The commission shall be comprised of the 17 following: 18 a. Seven voting members who shall be appointed by 19 the governor as follows: 20 (1) One professor with a doctorate degree who 21 is employed in the department of mathematics at an 22 accredited postsecondary institution. 23 (2) One professor with a doctorate degree who 24 is employed in a natural sciences department at an 25 accredited postsecondary institution. 26 (3) One professor with a doctorate degree who is 27 employed by a humanities department at an accredited 28 postsecondary institution. 29 (4) One individual who is an expert in early 30 childhood learning with experience in direct 31 instruction. 32 (5) Two individuals with human resources experience 33 in the private sector and knowledge of industry demands 34 in science, technology, engineering, and mathematics; 35 one of whom shall represent large businesses and one of 36 whom shall represent small businesses. 37 (6) One economist who has demonstrated experience 38 in kindergarten through grade twelve educational 39 systems. 40 b. Six ex officio, nonvoting members of the general 41 assembly who shall be appointed as follows: 42 (1) Two state senators, one appointed by the 43 president of the senate after consultation with the 44 majority leader of the senate and one appointed by the 45 minority leader of the senate from their respective 46 parties. 47 (2) Two state representatives, one appointed by 48 the speaker of the house of representatives and one 49 appointed by the minority leader of the house of 50 -2- SF2284.4636 (3) 84 kh/sc 2/ 5
representatives from their respective parties. 1 (3) One individual representing the Iowa state 2 education association who shall be appointed by the 3 association. 4 (4) One individual appointed by an organization 5 representing the professional educators of Iowa. 6 3. The commission shall elect a chairperson from 7 among its members. Public members appointed to the 8 commission by the governor pursuant to subsection 9 2, paragraph “a”, are entitled to receive a per 10 diem as specified in section 7E.6 for each day spent 11 in performance of duties as members, and shall be 12 reimbursed for all actual and necessary expenses 13 incurred in the performance of duties as members of 14 the commission. Legislative members of the commission 15 are eligible for per diem and reimbursement of actual 16 expenses as provided in section 2.10. 17 4. The commission shall take into consideration 18 the findings and recommendations of the commission 19 on academic preparation and career expectations 20 and shall gather sufficient information to develop 21 educational standards for kindergarten through grade 22 twelve specifically designed to create an educational 23 system that includes practices that are proven to 24 increase student and school performance to meet global 25 standards; is focused on literacy, mathematics, and 26 science; and meets the requirements of subsection 1. 27 5. The commission may request from any state agency 28 or official information and assistance as needed. A 29 state agency or official shall furnish the information 30 or assistance requested within the authority and 31 resources of the state agency or official. 32 6. The commission may employ staff and consultants 33 as necessary to assist the commission in carrying 34 out its duties as set forth in this section. The 35 legislative services agency may provide staffing 36 assistance to the commission. 37 7. The commission shall complete its deliberations 38 in November 2013 and submit a final report to the 39 state board of education, the governor, and the 40 general assembly by November 30, 2013, summarizing the 41 commission’s activities, analyzing issues studied, 42 making recommendations for legislative reforms, and 43 including any other information that the commission 44 deems relevant and necessary. 45 Sec. 4. COMMISSION ON STUDENT ACHIEVEMENT AND 46 TEACHER ASSESSMENT AND ACCOUNTABILITY. 47 1. A commission on student achievement and teacher 48 assessment and accountability is created. commission in meeting the requirements of this section. 1 a. The commission shall identify performance 2 measures and shall design an educational system to 3 equip students with the skills and knowledge to compete 4 in the global marketplace. 5 b. The commission shall develop a teacher 6 assessment and accountability system based on student 7 achievement growth. The commission shall review 8 management systems that improve teacher and student 9 achievement outcomes, as well as incentive and 10 disincentive measures related to improving teacher and 11 student achievement outcomes. 12 2. The commission shall be comprised of seven 13 members who shall be appointed by the governor as 14 follows: 15 a. One employer from a company employing more than 16 500 people. The individual should have experience 17 evaluating productivity. 18 b. One employer from a company employing fewer than 19 100 people. The individual should have experience 20 evaluating productivity. 21 c. One individual representing teachers. 22 d. An industrial engineer with experience in 23 productivity measurement. 24 e. One economist who has demonstrated experience in 25 kindergarten through grade twelve educational systems. 26 f. One early childhood direct instruction 27 specialist. 28 g. One human resources expert familiar with 29 personnel management and effective employee incentive 30 programs. 31 3. The commission shall elect a chairperson from 32 among its members. Members appointed to the commission 33 by the governor pursuant to subsection 2, paragraph 34 “a”, are entitled to receive a per diem as specified 35 in section 7E.6 for each day spent in performance 36 of duties as members, and shall be reimbursed for 37 all actual and necessary expenses incurred in the 38 performance of duties as members of the commission. 39 4. The department of management shall provide 40 staff and consultants as necessary to assist the 41 commission in carrying out its duties as set forth in 42 this section.
