This division 16 of this Act applies retroactively to July 1, 2011. 17 DIVISION V 18 ENDOWMENT FOR IOWA’S HEALTH RESTRICTED CAPITALS FUND 19 ACCOUNT —— APPROPRIATION 20 Sec. 9. Section 8.57, subsection 6, paragraph 13 e, subparagraph (1), subparagraph division (d), 14 subparagraph subdivision (ii), Code Supplement 2011, is 15 amended to read as follows: 16 (ii) However, in lieu of the deposit in 17 subparagraph subdivision (i), for the fiscal year 18 beginning July 1, 2010, and for each fiscal year 19 thereafter until the principal and interest on all 20 bonds issued by the treasurer of state pursuant to 21 section 12.87 are paid, as determined by the treasurer 22 of state, sixty-four fifty-five million seven hundred 23 fifty thousand dollars of the excess moneys directed to 24 be deposited in the rebuild Iowa infrastructure fund 25 under subparagraph subdivision (i) shall be deposited 26 in the general fund of the state. 27 Sec. 20. There is appropriated from the rebuild Iowa 30 infrastructure fund for the fiscal year beginning 31 July 1, 2012, and ending June 30, 2013, the sum 32 of thirty-five twenty-three million dollars to the 33 environment first fund, notwithstanding section 8.57, 34 subsection 6 , paragraph “c” . 35 Sec. 21. Section 8.57C, subsection 3, paragraph a, 36 Code Supplement 2011, is amended to read as follows: 37 a. For the fiscal year beginning July 1, 2013, 12 seventy forty-seven and one-half percent of the 13 receipts shall be deposited in the general fund, 14 twenty-five forty-seven and one-half percent of the 15 receipts shall be transferred to the housing trust 16 fund, and five percent of the receipts shall be 17 transferred to the shelter assistance fund. 18 f. For the fiscal year beginning July 1, 2014, and 19 each succeeding fiscal year, sixty-five forty-two and 20 one-half percent of the receipts shall be deposited in 21 the general fund, thirty fifty-two and one-half percent 22 of the receipts shall be transferred to the housing 23 trust fund, and five percent of the receipts shall be 24 transferred to the shelter assistance fund. 25 Sec. 24. Section 428A.8, subsection 3, Code 2011, 26 is amended to read as follows: 27 3. Notwithstanding subsection 2 , the amount of 28 money that shall be transferred pursuant to this 29 section to the housing trust fund in any one fiscal 30 year shall not exceed three six million dollars. Any 31 money that otherwise would be transferred pursuant to 32 this section to the housing trust fund in excess of 33 that amount shall be deposited in the general fund of 34 the state. > 35 2.
