citizens
of
the
United

TRANSFER
OF

FUNDS.
Any
moneys
remaining
in
any
account
or
fund

under
the
control
of
the
economic
development
authority

on
the
effective
date
of
this
Act
relative
to
the
Iowa
5
wine
and
beer
promotion
board
shall
be
transferred
6
to
Iowa
state
university
of
science
and
technology
7
for
the
midwest
grape
and
wine
industry
institute.
8
Notwithstanding
section
8.33,
moneys
transferred
in
9
accordance
with
this
section
shall
not
revert
to
the
10
account
or
fund
from
which
it
was
appropriated
or
11
transferred.

30.
TRANSITIONAL

EMERGENCY

ADMINISTRATIVE
RULEMAKING.
The
department
of
cultural
14
affairs
may
adopt
emergency
rules
under
section
15
17A.4,
subsection
3,
and
section
17A.5,
subsection
2,
16
paragraph
“b”,
to
implement
the
provisions
of
this
Act
17
relating
to
a
film
office
in
the
department
of
cultural
18
affairs,
and
the
rules
shall
be
effective
January
1,
19
2013,
unless
a
later
date
is
specified
in
the
rules.
20
Any
rules
adopted
in
accordance
with
this
section
shall
21
also
be
published
as
a
notice
of
intended
action
as
22
provided
in
section
17A.4.

Sec.
31.
EFFECTIVE
UPON
ENACTMENT.
The
section
24
of
this
division
of
this
Act
providing
for
emergency
25
rulemaking,
being
deemed
of
immediate
importance,
takes
26
effect
upon
enactment.
