is
amended
by
adding
the
following
new
subsection:

NEW
SUBSECTION
.
10A.
The
commission
shall
issue
a
7
special
hunting
license
to
a
disabled
nonresident
who
8
has
served
in
the
armed
forces
of
the
United
States
on
9
active
federal
service
and
was
disabled
during
that
10
veteran’s
military
service
or
who
is
serving
in
the
11
armed
forces
of
the
United
States
on
active
federal
12
service
and
has
been
disabled
during
military
service,
13
to
enable
the
disabled
person
to
participate
in
a
hunt
14
that
is
conducted
by
a
nonprofit
organization
that
15
conducts
hunting
experiences
in
this
state
for
disabled
16
veterans
and
disabled
members
of
the
armed
forces
17
serving
on
active
federal
service.
The
licenses
shall
18
be
issued
as
follows:
19
a.
The
department
shall
prepare
an
application
to
20
be
used
by
a
person
requesting
a
special
license
under
21
this
subsection.

(1)
The
department
shall
verify
that
the
license
23
will
be
used
by
the
applicant
in
connection
with
a
hunt
24
conducted
by
an
approved
nonprofit
organization
that
25
conducts
hunting
experiences
in
this
state
for
disabled
26
veterans
and
disabled
members
of
the
armed
forces
27
serving
on
active
federal
service.
The
department
28
shall
specify,
by
rules
adopted
under
chapter
17A,
29
what
requirements
a
nonprofit
organization
must
meet
30
in
order
to
be
approved
to
conduct
hunts
for
disabled
31
persons
who
obtain
licenses
under
this
subsection.

(2)
The
department
of
veterans
affairs
shall
assist
33
the
department
in
verifying
the
status
or
claims
of
34
applicants
under
this
subsection.
As
used
in
this
35
subsection,
“disabled”
means
entitled
to
a
service
36
connected
rating
under
38
U.S.C.
ch.
11
with
a
degree
37
of
disability
of
thirty
percent
or
more.
38
b.
A
disabled
veteran
or
disabled
member
of
the
39
armed
forces
serving
on
active
federal
service
who
40
receives
a
special
license
under
this
subsection
shall
41
purchase
a
hunting
license
and
pay
the
wildlife
habitat
42
fee,
all
for
the
same
fee
that
is
charged
to
resident
43
hunters.
44
c.
A
license
issued
under
this
subsection
is
45
valid
for
use
only
on
a
hunt
conducted
by
a
nonprofit
46
organization
approved
under
this
subsection.
47
d.
The
commission
shall
issue
no
more
than
forty
48
of
each
of
the
special
licenses
available
under
this
49
subsection
per
year.
