Page 1, after line 31 by inserting: 2 < Section 1. 2011 Iowa Acts, chapter 131, is amended 3 by adding the following new subsection: 4 NEW SUBSECTION . 2A. It is the intent of the 5 general assembly that the moneys appropriated in this 6 section are for a recognized public good but are 7 appropriated for a private purpose. In accordance with 8 Article III, section 31, of the Constitution of the 9 State of Iowa, the appropriation in this section shall 10 not be expended unless this 2012 Iowa Act is approved 11 by at least two-thirds of the elected members in both 12 the senate and the house of representatives. > 13 2.
