“d”

(a)
“Approved
postsecondary
education
or
training

program”
means
a
program
offered
by
an
Iowa
community

college
or
institution
of
higher
education
governed
by

the
state
board
of
regents.

(b)
“Permanently
and
totally
disabled”
means
the
14
individual
is
unable
to
engage
in
any
substantial
15
gainful
activity
by
reason
of
a
medically
determinable
16
physical
impairment
which
can
be
expected
to
last
17
for
a
continuous
period
or
can
be
expected
to
result
18
in
death.
A
certificate
from
a
qualified
physician
19
attesting
to
the
individual’s
permanent
and
total
20
disability
must
be
submitted
to
the
commission.
The

certificate
must
include
the
name
and
address
of
22
the
physician
and
contain
an
acknowledgment
that
the
23
certificate
will
be
used
by
the
individual
to
qualify

for
educational
assistance
pursuant
to
this
section.
