Section 257.31, subsection 5, 3 unnumbered paragraph 1, Code 2011, is amended to read 4 as follows: 5 If a district has unusual circumstances, creating 6 an unusual need for additional funds, including 7 but not limited to the circumstances enumerated in 8 paragraphs “a” through “n” “o” , the committee may 9 grant supplemental aid to the district from any funds 10 appropriated to the department of education for the 11 use of the school budget review committee for the 12 purposes of this subsection . The school budget review 13 committee shall review a school district’s unexpended 14 fund balance prior to any decision regarding unusual 15 finance circumstances. Such aid shall be miscellaneous 16 income and shall not be included in district cost. 17 In addition to or as an alternative to granting 18 supplemental aid the committee may establish a modified 19 allowable growth for the district by increasing its 20 allowable growth. The school budget review committee 21 shall review a school district’s unspent balance prior 22 to any decision to increase modified allowable growth 23 under this subsection . 24 Sec. 2. Section 257.31, subsection 5, Code 2011, is 25 amended by adding the following new paragraph: 26 NEW PARAGRAPH . o.
