Membership
dues
to
a
legislative
organization

shall
not
be
paid
on
behalf
of
the
general
assembly

or
its
members,
including
on
behalf
of
the
senate
or

house
of
representatives,
unless
prior
approval
is

received
from
the
service
committee
of
the
legislative
7
council.
The
service
committee
shall
approve
payment
8
of
membership
dues
to
a
legislative
organization
9
only
after
examination
of
donor
lists
supplied
by
the
10
legislative
organization
at
the
request
of
the
service
11
committee.
Such
lists
must
identify
all
financial
12
donors
to
the
organization
and
to
any
foundation
13
associated
with
the
organization
in
a
format
designated
14
by
the
secretary
of
the
senate
and
the
chief
clerk
15
of
the
house.
The
secretary
of
the
senate
and
the
16
chief
clerk
of
the
house
shall
make
the
lists
publicly
17
available
in
the
same
manner
as
personal
financial
18
disclosure
forms
filed
pursuant
to
section
68B.35
19
are
made
publicly
available.
If
membership
dues
to
a
20
legislative
organization
are
paid
on
a
biennial
basis,
21
the
organization
shall
submit
a
donor
list
to
the
22
service
committee
each
year
during
the
two-year
period.
23
Individual
memberships
to
a
legislative
organization
24
shall
be
provided
to
members
of
the
general
assembly
25
on
an
opt-in
basis.
