For the fiscal year beginning July 6 1, 2013, and each succeeding fiscal year, the ratio of 7 the amount of modified allowable growth established by 8 the department of management compared to the school 9 district’s total regular program district cost shall 10 not exceed two and one-half percent. However, if the 11 school district’s highest such ratio so determined for 12 any fiscal year beginning on or after July 1, 2009, but 13 before July 1, 2013, exceeded two and one-half percent, 14 the ratio may exceed two and one-half percent but shall 15 not exceed the highest such ratio established during 16 that period. > 17 2.
