Section 84A.6, Code Supplement 2011, is 35 amended by adding the following new subsection: 36 NEW SUBSECTION . 4. The department of workforce 37 development, in consultation with the college student 38 aid commission, shall issue a quarterly report 39 identifying industries in which the department finds 40 a shortage of skilled workers in this state for the 41 purposes of the skilled workforce shortage tuition 42 grant program established in section 261.130. 43 Sec. ___. Section 260C.18A, subsection 1, Code 44 Supplement 2011, is amended by adding the following new 45 paragraph: 46 NEW PARAGRAPH . c. There is appropriated from the 47 general fund of the state to the workforce training and 48 economic development funds, the following amounts: 49 (1) For the fiscal year beginning July 1, 2012, 50 -1- SF2321.5436 (3) 84 kh/tm 1/ 8 #1. #2. #3. #4. #5.
and ending June 30, 2013, the sum of twelve million 1 dollars. 2 (2) For the fiscal year beginning July 1, 2013, 3 and ending June 30, 2014, the sum of twelve million 4 dollars. 5 (3) For the fiscal year beginning July 1, 2014, 6 and ending June 30, 2015, the sum of twelve million 7 dollars. 8 Sec. ___. Section 260C.18A, subsection 2, Code 9 Supplement 2011, is amended by adding the following new 10 paragraph: 11 NEW PARAGRAPH . j. Development and implementation 12 of the national career readiness certificate and the 13 skills certification system endorsed by the national 14 association of manufacturers. 15 Sec. ___. Section 260I.2, Code Supplement 2011, is 16 amended to read as follows: 17 260I.2 Gap tuition assistance program —— fund —— 18 appropriation . 19 1. A gap tuition assistance program is established 20 to provide funding to community colleges for need-based 21 tuition assistance to applicants to enable completion 22 of continuing education certificate training programs 23 for in-demand occupations. 24 2. a. There is established for the community 25 colleges a gap tuition assistance fund in the state 26 treasury to be administered by the department of 27 education. The funds in the gap tuition assistance 28 fund are appropriated to the department of education 29 for the gap tuition assistance program. 30 b. There is appropriated from the general fund 31 of the state to the gap tuition assistance fund, the 32 following amounts: 33 (1) For the fiscal year beginning July 1, 2012, and 34 ending June 30, 2013, the sum of two million dollars. 35 (2) For the fiscal year beginning July 1, 2013, and 36 ending June 30, 2014, the sum of two million dollars. 37 (3) For the fiscal year beginning July 1, 2014, and 38 ending June 30, 2015, the sum of two million dollars. 39 c. The aggregate total of grants awarded from the 40 gap tuition assistance fund during a fiscal year shall 41 not be more than two million dollars. 42 d. Moneys in the fund shall be allocated pursuant 43 to the formula established in section 260C.18C. 44 Notwithstanding section 8.33, moneys in the fund 45 at the close of the fiscal year shall not revert 46 to the general fund of the state but shall remain 47 available for expenditure for the purpose designated 48 for subsequent fiscal years. Notwithstanding section 49 12C.7, subsection 2, interest or earnings on moneys in 50 -2- SF2321.5436 (3) 84 kh/tm 2/ 8
the fund shall be credited to the fund. 1 Sec. ___. Section 260I.7, Code Supplement 2011, is 2 amended to read as follows: 3 260I.7 Initial assessment. 4 An applicant for tuition assistance under this 5 chapter shall complete an initial assessment 6 administered by the community college receiving the 7 application to determine the applicant’s readiness 8 to complete an eligible certificate program. The 9 assessment shall include assessments for completion of 10 a national career readiness certificate, including the 11 areas of reading for information, applied mathematics, 12 and locating information. An applicant must achieve a 13 bronze-level certificate or the minimum score required 14 for an eligible certificate program, whichever is 15 higher, in order to be approved for tuition assistance. 16 An applicant shall complete any additional assessments 17 and occupational research required by an eligible 18 certificate program. 19 Sec. ___. NEW SECTION . 261.130 Skilled workforce 20 shortage tuition grant program —— appropriation. 21 1. A skilled workforce shortage tuition grant may 22 be awarded to any resident of Iowa who is admitted and 23 in attendance as a full-time or part-time student in 24 a career-technical or career option program to pursue 25 an associate’s degree or other training at a community 26 college in the state, and who establishes financial 27 need. 28 2. Skilled workforce shortage tuition grants shall 29 be awarded only to students pursuing a career-technical 30 or career option program in an industry identified as 31 having a shortage of skilled workers by a community 32 college after conducting a regional skills gap analysis 33 or by the department of workforce development in the 34 department’s most recent quarterly report pursuant to 35 section 84A.6, subsection 4. 36 3. The amount of a skilled workforce shortage 37 tuition grant shall not exceed the lesser of one-half 38 of a student’s tuition and fees for an approved 39 career-technical or career option program or the amount 40 of the student’s established financial need. 41 4. All classes identified by the community college 42 as required for completion of the student’s approved 43 career-technical or career option program shall be 44 considered a part of the student’s career-technical or 45 career option program for the purpose of determining 46 the student’s eligibility for a grant. Notwithstanding 47 subsection 5, if a student is making satisfactory 48 academic progress but the student cannot complete 49 a career-technical or career option program in the 50 -3- SF2321.5436 (3) 84 kh/tm 3/ 8
time frame allowed for a student to receive a skilled 1 workforce shortage tuition grant as provided in 2 subsection 5 because additional classes are required 3 to complete the program, the student may continue to 4 receive a skilled workforce shortage tuition grant for 5 not more than one additional enrollment period. 6 5. a. A qualified full-time student may receive 7 skilled workforce shortage tuition grants for not 8 more than four semesters or the trimester or quarter 9 equivalent of two full years of study. A qualified 10 part-time student enrolled in a course of study 11 including at least three semester hours but fewer than 12 twelve semester hours or the trimester or quarter 13 equivalent may receive skilled workforce shortage 14 tuition grants for not more than eight semesters or the 15 trimester or quarter equivalent of two full years of 16 full-time study. 17 b. However, if a student resumes study after at 18 least a two-year absence, the student may again be 19 eligible for the specified amount of time, except that 20 the student shall not receive assistance for courses 21 for which credit was previously received. 22 6. A skilled workforce shortage tuition grant shall 23 be awarded on an annual basis, requiring reapplication 24 by the student for each year. Payments under the 25 grant shall be allocated equally among the semesters 26 or quarters of the year upon certification by the 27 community college that the student is in full-time or 28 part-time attendance in a career-technical or career 29 option program consistent with the requirements of 30 this section. If the student discontinues attendance 31 before the end of any term after receiving payment 32 of the grant, the entire amount of any refund due 33 that student, up to the amount of any payments made 34 under the annual grant, shall be paid by the community 35 college to the state. 36 7. If a student receives financial aid under any 37 other program, the full amount of that financial aid 38 shall be considered part of the student’s financial 39 resources available in determining the amount of the 40 student’s financial need for that period. 41 8. The commission shall administer this program and 42 shall: 43 a. Provide application forms for distribution to 44 students by Iowa high schools and community colleges. 45 b. Adopt rules for approving career-technical or 46 career option programs in industries identified by the 47 department of workforce development pursuant to section 48 84A.6, subsection 4; determining financial need; 49 defining residence for the purposes of this section; 50 -4- SF2321.5436 (3) 84 kh/tm 4/ 8
processing and approving applications for grants; and 1 determining priority for grants. 2 c. Approve and award grants on an annual basis. 3 d. Make an annual report to the governor and 4 general assembly. The report shall include the number 5 of students receiving assistance and the industries 6 identified by the community colleges and by the 7 department of workforce development pursuant to section 8 84A.6, subsection 4, for which students were admitted 9 to a career-technical or career option program. 10 9. Each applicant, in accordance with the rules 11 established by the commission, shall: 12 a. Complete and file an application for a skilled 13 workforce shortage tuition grant. 14 b. Be responsible for the submission of the 15 financial information required for evaluation of the 16 applicant’s need for a grant, on forms determined by 17 the commission. 18 c. Report promptly to the commission any 19 information requested. 20 d. Submit a new application for reevaluation of 21 the applicant’s eligibility to receive a second-year 22 renewal of the grant. 23 10. a. There is appropriated from the general 24 fund of the state to the commission for the skilled 25 workforce shortage tuition grant program, the following 26 amounts: 27 (1) For the fiscal year beginning July 1, 2012, and 28 ending June 30, 2013, the sum of six million dollars. 29 (2) For the fiscal year beginning July 1, 2013, and 30 ending June 30, 2014, the sum of six million dollars. 31 (3) For the fiscal year beginning July 1, 2014, and 32 ending June 30, 2015, the sum of six million dollars. 33 b. Notwithstanding section 8.33, moneys 34 appropriated in this subsection that remain 35 unencumbered or unobligated at the close of the fiscal 36 year shall not revert but shall remain available for 37 expenditure for the purposes designated until the close 38 of the fiscal year that begins July 1, 2014. > 39 6.
