Section 256D.2A, Code 2011, is amended 4 to read as follows: 5 256D.2A Program funding. 6 1. For the budget year beginning July 1, 2009, and 7 each succeeding budget year, a school district shall 8 expend funds received pursuant to section 257.10, 9 subsection 11 , at the kindergarten through grade three 10 levels to reduce class sizes to the state goal of 11 seventeen students for every one teacher and to achieve 12 a higher level of student success in the basic skills, 13 especially reading. In order to support these efforts, 14 school districts may expend funds received pursuant 15 to section 257.10, subsection 11 , at the kindergarten 16 through grade three level on programs, instructional 17 support, and materials that include but are not limited 18 to the following: additional licensed instructional 19 staff; additional support for students, such as before 20 and after school programs, tutoring, and intensive 21 summer programs; the acquisition and administration of 22 diagnostic reading assessments; the implementation of 23 research-based instructional intervention programs for 24 students needing additional support; the implementation 25 of all-day, everyday kindergarten programs; and 26 the provision of classroom teachers with intensive 27 training programs to improve reading instruction and 28 professional development in best practices including 29 but not limited to training programs related to 30 instruction to increase students’ phonemic awareness, 31 reading abilities, and comprehension skills. 32 2. Notwithstanding subsection 1, for the budget 33 year beginning July 1, 2012, and each succeeding fiscal 34 year, a school district may expend two-thirds of the 35 funds received pursuant to section 257.10, subsection 36 11, to pay for the costs of complying with education 37 reform legislation enacted by the 84th General 38 Assembly, 2012 Regular Session. 39 Sec. ___. Section 256D.9, Code 2011, is amended to 40 read as follows: 41 256D.9 Future repeal. 42 This chapter is repealed effective July 1, 2012 43 2017 . > 44 2.
