House File 2428 H-8187 Amend the amendment, H-8151, to House File 2428 as 1 follows: 2 1. By striking page 1, line 4, through page 2, line 3 14, and inserting: 4 << Section 1. Section 321.457, subsection 2, Code 5 2011, is amended by adding the following new paragraph: 6 NEW PARAGRAPH . n. (1) Notwithstanding paragraph 7 “g” or any other provision of this chapter, the 8 department is authorized to adopt rules providing for 9 economic export corridors for the transportation of 10 goods or products manufactured in Iowa to or through 11 the state of South Dakota and for the return of 12 unladen semitrailers or unladen full trailers used for 13 the transportation of those goods or products. The 14 rules may authorize the operation of the following 15 combinations of vehicles on an economic export 16 corridor: 17 (a) A truck tractor-semitrailer-semitrailer 18 converted to a full trailer by use of a dolly equipped 19 with a fifth wheel which is considered a part of the 20 trailer for all purposes, and not a separate unit. 21 (b) A truck tractor-semitrailer-full trailer. 22 (c) A truck tractor-semitrailer-semitrailer. 23 (2) Rules adopted pursuant to this paragraph “n” 24 shall provide that combinations of vehicles authorized 25 to operate on an economic export corridor shall meet 26 all of the following requirements: 27 (a) The length of the combination of vehicles, 28 excluding the length of the truck tractor, shall not 29 exceed eighty-one and one-half feet. 30 (b) The length of either semitrailer or full 31 trailer shall not exceed forty-five feet. When the 32 semitrailers in a truck tractor-semitrailer-semitrailer 33 combination are connected by a rigid frame extension 34 including a fifth wheel connection point attached 35 to the rear frame of the first semitrailer, the 36 length of the frame extension shall not be included 37 when determining the overall length of the first 38 semitrailer. 39 (c) The weight of the second semitrailer or full 40 trailer shall not exceed the weight of the first 41 semitrailer by more than three thousand pounds. 42 (d) The gross weight of the combination of vehicles 43 shall not exceed eighty thousand pounds and the 44 combination of vehicles shall not exceed the gross axle 45 weight limits of section 321.463, subsection 2. 46 (e) The load on each semitrailer or full trailer 47 in the combination shall be an indivisible load. be considered an indivisible load so long as the load 1 on each semitrailer or full trailer in the combination 2 remains an indivisible load. 3 (3) An economic export corridor established by 4 the department shall not include any segment of the 5 interstate system or any part of the national network 6 of highways identified pursuant to 23 C.F.R. pt. 7 658.
