Page 1, after line 3 by inserting: 3 < UTILITY EXPENDITURES —— APPROPRIATION REDUCTIONS 4 Sec. ___. STATE AGENCY UTILITY EXPENDITURES. 5 1. For the purposes of this section, “department” 6 or “agency” does not include a state department or 7 agency receiving a supplemental appropriation for 8 the fiscal year beginning July 1, 2011, pursuant to 9 an enactment by the Eighty-fourth General Assembly, 10 2012 session, the state board of regents and the 11 institutions under the control of the state board, or 12 the judicial branch. 13 2. a. For the time period beginning on the 14 effective date of this section through June 30, 2012, 15 each state department and agency shall be subject to a 16 limitation on expenditures for utilities made by the 17 department or agency on or after the effective date of 18 this section. 19 b. The overall dollar amount of the limitation 20 shall be equal to $1,000,000 and shall be applied to 21 the unexpended or unencumbered amount that a department 22 or agency has budgeted or otherwise designated for 23 purposes of utilities from the appropriations made to 24 the department or agency from the general fund of the 25 state for the fiscal year beginning July 1, 2011, and 26 ending June 30, 2012, as of the effective date of this 27 section. 28 3. The appropriations to which the expenditure 29 limitation required by this section are attributed 30 shall be reduced in proportion to which a department or 31 agency budget for utilities bears to the overall amount 32 budgeted by the affected departments and agencies for 33 utilities. Within 30 days of the enactment date of 34 this section, the department of management shall apply 35 such appropriation reductions and shall submit a report 36 to the general assembly and legislative services agency 37 itemizing the expenditure and appropriation reductions 38 applied. > 39 2. Notwithstanding section 331.439, 30 subsection 1, paragraph “b”, subparagraph (3), counties 31 are not required to submit a three-year strategic plan 32 by April 1, 2012, to the department of human services. 33 A county’s strategic plan in effect as of the effective 34 date of this section shall remain in effect, subject 35 to modification as necessary to conform with statutory 36 changes affecting the plan. >> 37 4.
