Page 3, after line 5 by inserting: 4 < Sec. ___. Section 249J.6, subsection 2, paragraph 5 b, Code 2011, is amended to read as follows: 6 b. Refusal of an expansion population member to 7 participate in a comprehensive medical examination 8 or any health risk assessment implemented by the 9 department shall not be a basis for ineligibility 10 for or disenrollment from the expansion population. 11 Refusal of an expansion population member to 12 participate in a comprehensive medical examination or 13 other preventative health service shall not negatively 14 affect the calculation of performance payments for an 15 expansion population network provider medical home. 16 Sec. ___. Section 249J.6, subsection 3, Code 2011, 17 is amended to read as follows: 18 3. Expansion population members , including members 19 assigned to an expansion population network provider 20 medical home, shall be provided access to an IowaCare 21 nurse helpline, accessible twenty-four hours per day, 22 seven days per week, to assist expansion population 23 members in making appropriate choices about the use of 24 emergency room and other health care services. 25 Sec. ___. Section 249J.7, subsection 1, paragraph 26 c, Code 2011, is amended to read as follows: 27 c. (1) Tertiary care shall only be provided to 28 eligible expansion population members residing in any 29 county in the state at the university of Iowa hospitals 30 and clinics. 31 (2) Secondary care shall be provided by the 32 publicly owned acute care teaching hospital located 33 in a county with a population over three hundred 34 fifty thousand and the university of Iowa hospitals 35 and clinics, based on county of residence, only to 36 the extent specified in the phase-in of the regional 37 provider network designated by the department. >> 38 2. The department of human services 41 shall consult with providers of primary care services 42 in regional provider network areas established 43 pursuant to section 249J.7 to determine if the option 44 of establishing an alternative provider location is 45 feasible.
