$265,950 is allocated for the early childhood Iowa 1 office and other technical assistance activities. The 2 early childhood Iowa state board shall direct staff to 3 work with the early childhood stakeholders alliance 4 created in section 256I.12 to inventory technical 5 assistance needs. Moneys allocated under this lettered 6 paragraph may be used by the early childhood Iowa state 7 board for the purpose of skills development and support 8 for ongoing training of staff. However, except as 9 otherwise provided in this subsection, moneys shall not 10 be used for additional staff or for the reimbursement 11 of staff. 12 b. As a condition of receiving moneys appropriated 13 in this subsection, each early childhood Iowa area 14 board shall report to the early childhood Iowa state 15 board progress on each of the local indicators approved 16 by the area board. Each early childhood Iowa area 17 board must also submit an annual budget for the area’s 18 comprehensive school ready children grant developed for 19 providing services for children from birth through five 20 years of age, and provide other information specified 21 by the early childhood Iowa state board, including 22 budget amendments as needed. The early childhood Iowa 23 state board shall establish a submission deadline for 24 the annual budget and any budget amendments that allow 25 a reasonable period of time for preparation by the 26 early childhood Iowa area boards and for review and 27 approval or request for modification of the materials 28 by the early childhood Iowa state board. In addition, 29 each early childhood Iowa area board must continue to 30 comply with reporting provisions and other requirements 31 adopted by the early childhood Iowa state board in 32 implementing section 256I.9. 33 c. Of the amount appropriated in this subsection 34 for deposit in the school ready children grants account 35 of the early childhood Iowa fund, $2,318,018 shall 36 be used for efforts to improve the quality of early 37 care, health, and education programs. Moneys allocated 38 pursuant to this paragraph may be used for additional 39 staff and for the reimbursement of staff. The early 40 childhood Iowa state board may reserve a portion of the 41 allocation, not to exceed $88,650, for the technical 42 assistance expenses of the early childhood Iowa state 43 office, including the reimbursement of staff, and 44 shall distribute the remainder to early childhood Iowa 45 areas for local quality improvement efforts through 46 a methodology identified by the early childhood Iowa 47 state board to make the most productive use of the 48 funding, which may include use of the distribution 49 formula, grants, or other means. 50 -5- HF645.2203 (2) 84 kh/tm 5/ 12
d. Of the amount appropriated in this subsection 1 for deposit in the school ready children grants account 2 of the early childhood Iowa fund, $825,030 shall 3 be used for support of professional development and 4 training activities for persons working in early care, 5 health, and education by the early childhood Iowa 6 state board in collaboration with the professional 7 development component group of the early childhood 8 Iowa stakeholders alliance maintained pursuant to 9 section 256I.12, subsection 7, paragraph “b”, and the 10 early childhood Iowa area boards. Expenditures shall 11 be limited to professional development and training 12 activities agreed upon by the parties participating in 13 the collaboration. 14 11. EARLY CHILDHOOD IOWA FUND —— PRESCHOOL TUITION 15 ASSISTANCE 16 a. In addition, if sufficient funding is 28 available after addressing the needs of those who meet 29 the basic income eligibility requirement, an early 30 childhood Iowa area board may provide for eligibility 31 for those with a family income in excess of the basic 32 income eligibility requirement through use of a sliding 33 scale or other copayment provisions. 34 12. EARLY CHILDHOOD IOWA FUND —— FAMILY SUPPORT AND 35 PARENT EDUCATION 36 a.
