The
general
assembly
of
this
state
finds
all
of

the
following:

a.
The
life
of
each
human
being
begins
at

conception.

b.
An
unborn
child
has
protectable
interests
in

life,
health,
and
well-being.

c.
The
biological
parent
of
an
unborn
child
13
has
protectable
interests
in
the
life,
health,
and
14
well-being
of
the
unborn
child.

2.
The
laws
of
this
state
shall
be
interpreted
16
and
construed
to
acknowledge
on
behalf
of
an
unborn
17
child
at
every
stage
of
development,
all
the
rights,
18
privileges,
and
immunities
available
to
other
persons,
19
citizens,
and
residents
of
this
state.

3.
As
used
in
this
section,
“unborn
child”
means
21
the
offspring
of
a
human
being
from
the
moment
of
22
conception
until
birth
at
every
stage
of
biological
23
development.
24
4.
Nothing
in
this
section
shall
be
interpreted
to
25
create
a
cause
of
action
against
a
woman
for
indirectly
26
harming
the
woman’s
unborn
child
by
failing
to
properly
27
care
for
herself
or
by
failing
to
follow
any
particular
28
program
of
prenatal
care.
29
5.
This
section
shall
not
apply
to
the
termination
30
of
a
human
pregnancy
performed
by
a
physician
licensed
31
in
this
state
to
practice
medicine
or
surgery
or
32
osteopathic
medicine
or
surgery
when
in
the
best
33
clinical
judgment
of
the
physician
the
termination
is
34
performed
to
preserve
the
life
of
the
pregnant
person
35
or
of
the
unborn
child
and
every
reasonable
medical
36
effort
not
inconsistent
with
preserving
the
life
of
the
37
pregnant
person
is
made
to
preserve
the
life
of
the
38
unborn
child.
