House File 525 H-1268 Amend the amendment, H-1159, to House File 525 as 1 follows: 2 1. Page 1, by striking lines 2 through 5 and 3 inserting: 4 < ___. By striking page 1, line 22, through page 5 2, line 15, and inserting < vacations, insurance, 6 holidays, leaves of absence, shift differentials, 7 overtime compensation, supplemental pay, seniority, 8 transfer procedures, job classifications, health and 9 safety matters, evaluation procedures, procedures for 10 staff reduction, in-service training , and other matters 11 mutually agreed upon. Negotiations shall also include 12 terms authorizing dues checkoff for members of the 13 employee organization and grievance procedures for 14 resolving any questions arising under the agreement, 15 which shall be embodied in a written agreement and 16 signed by the parties. If an agreement provides for 17 dues checkoff, a member’s dues may be checked off only 18 upon the member’s written request and the member may 19 terminate the dues checkoff at any time by giving 20 thirty days’ written notice. Such obligation to 21 negotiate in good faith does not compel either party to 22 agree to a proposal or make a concession. A collective 23 bargaining agreement entered into pursuant to this 24 chapter shall include a requirement that a public 25 employee who is covered by the collective bargaining 26 agreement and is a member of a group health insurance 27 plan for public employees established under chapter 28 509A pay at least one hundred dollars per month of the 29 total premium for such health plan. 30 2. Nothing in this section shall diminish the 31 authority and power of the department of administrative 32 services, board of regents’ merit system, Iowa public 33 broadcasting board’s merit system, or any civil service 34 commission established by constitutional provision, 35 statute, charter , or special act to recruit employees , ; 36 prepare, conduct , and grade examinations , ; or rate 37 candidates in order of their relative scores for 38 certification for appointment or promotion or for other 39 matters of classification, reclassification , or appeal 40 rights in the classified service of the public employer 41 served. 42 3.
