House File 535 H-1231 Amend House File 535 as follows: 1 1. By striking everything after the enacting clause 2 and inserting: 3 < Section 1. DEPARTMENT OF EDUCATION —— PRESCHOOL 4 STUDIES. 5 1. The department of education, in collaboration 6 with the board of educational examiners, shall conduct 7 a study of preschool programs and related funding, 8 administration, teacher preparation, and licensure 9 issues; income levels of families utilizing the 10 programs; student achievement levels; efficacy for 11 populations served or potentially served; and the 12 availability of public and private preschool programs 13 statewide. The study shall also explore the use of 14 a statewide assessment to determine kindergarten 15 preparedness. The department shall submit its 16 findings, plans for future funding, and recommendations 17 for statutory language in a report to the general 18 assembly by December 15, 2011. 19 2. The department of education shall conduct a 20 longitudinal study of the children who participated 21 in the statewide preschool program for four-year-old 22 children to determine the effectiveness of the 23 program in improving student learning in reading 24 and mathematics. The study shall include the income 25 levels of families whose children were enrolled in 26 the program, shall review the quality indicators of 27 the preschool program since 2007, and shall include 28 the results of the Iowa tests of basic skills results 29 for students in grade three who were enrolled in the 30 program as four-year-olds. The study shall also review 31 the integration of services provided or funded by the 32 federal head start program, the early childhood Iowa 33 initiative, shared visions, or federal and state early 34 childhood special education programs. The department 35 shall report the results of the study to the governor 36 and general assembly on or before July 1, 2013. > 37 2.
