Each party shall serve its final offer on 5 each of the impasse items upon the other party within 6 four days of the board’s receipt of the request for 7 arbitration. The parties may continue to negotiate 8 all offers until an agreement is reached or an award 9 is rendered by the arbitrator. The full costs of 10 arbitration under this section shall be shared equally 11 by the parties to the dispute , except that if the 12 arbitrator determines that one or more of the offers 13 submitted by only one party are unreasonable, the 14 arbitrator shall, in any final decision, assess the 15 full costs of the arbitration proceeding against that 16 party . > 17 3.
