The department of education shall 5 conduct a review of the preschool foundation aid 6 funding for the statewide preschool program for 7 four-year-old children established under chapter 256C, 8 including a review of the feasibility of establishing 9 a sliding tuition scale for families whose incomes 10 are above 300 percent of the federal poverty level as 11 defined by the most recently revised poverty income 12 guidelines published by the United States department 13 of health and human services. The department shall 14 submit its findings and recommendations, including but 15 not limited to recommendations for statutory changes 16 relating to program funding and tuition charges, in a 17 report to the governor, the general assembly, and the 18 state board of education by December 1, 2011. > 19 2.
