1.
Any
communication
used
in
an
automated
telephone

call,
which
is
made
to
influence
an
election
for
a

office,

a

in-kind
or

expenditure
by
a
person,
candidate,
or

political
committee,
shall
be
filed
with
the
board

in
both
electronic
and
script
formats,
according
to
10
specifications
established
by
the
board.

2.
The
communication
shall
be
filed
within
12
twenty-four
hours
of
when
the
communication
was
first
13
made
or
within
six
hours
of
when
the
communication
14
was
first
made
if
so
communicated
within
five
days
15
of
the
election.
The
filing
shall
include
the
total
16
expenditures
associated
with
the
communication.

3.
An
automated
telephone
call
made
to
influence
an
18
election
for
public
office,
and
paid
for
as
a
direct,
19
in-kind
or
independent
expenditure
by
a
person
or
by
20
a
candidate
or
political
committee,
shall
not
be
made

if
it
has
not
been
filed
with
the
board
as
required
by
22
this
section.

Any
communication
filed
with
the
board
which

directly
or
indirectly
refers
to
a
vote,
position,
25
or
view
taken
by
a
candidate
for
public
office,
or
26
portrays
the
view
of
a
candidate
for
public
office,

shall
include
documentation
of
that
vote,
position,
28
or
view
in
a
form
required
by
the
board.
The
29
documentation
shall
include
but
not
necessarily
be
30
limited
to
the
date,
place,
and
manner
by
which
the
31
candidate
cast
such
a
vote,
took
such
a
position
or
32
expressed
such
a
view,
and
shall
reference
a
public
33
source
of
information
where
the
documentation
can
34
be
verified.
In
addition,
the
filing
shall
include
35
the
name,
address,
telephone
number
and
electronic
36
mail
address
of
the
person
who
is
taking
legal
37
responsibility
for
the
truthfulness
of
the
information.

5.
A
communication
filed
with
the
board
and
its
39
associated
documentation
shall
be
permanently
posted
by
40
the
board
on
a
publicly
accessible
internet
site
in
an
41
easily
identifiable
format
as
soon
as
technically
and
42
reasonably
possible.

6.
The
board
may
establish
reasonable
fees
to
44
cover
the
costs
associated
with
implementation
of
this
45
section,
payable
by
the
persons,
candidate
committees,
46
political
committees,
or
other
entities
filing
47
communications
with
the
board.

7.
In
addition
to
the
penalty
set
out
in
section
49
68A.701,
a
person
who
violates
this
section
shall
be
