     1  1    Amend House File 2376, as passed by the House, as
     1  2 follows:
     1  3 #1.  Page 1, line 3, after <1.> by inserting <a.>
     1  4 #2.  Page 1, after line 8 by inserting:
     1  5    <b.  This section shall only apply to petitions for
     1  6 the severance and annexation of territory meeting all
     1  7 of the following conditions:
     1  8    (1)  The territory is located in a county having a
     1  9 population of more than one hundred fifteen thousand
     1 10 but not more than one hundred thirty thousand,
     1 11 according to the 2000 certified federal census.
     1 12    (2)  The city from which severance is sought has a
     1 13 population of more than two thousand one hundred but
     1 14 not more than two thousand two hundred, according to
     1 15 the 2000 certified federal census.
     1 16    (3)  The city to which annexation is requested has a
     1 17 population of more than thirty=five thousand but not
     1 18 more than thirty=eight thousand, according to the 2000
     1 19 certified federal census.>
