     1  1    Amend Senate File 471, as amended, passed, and
     1  2 reprinted by the Senate, as follows:
     1  3 #1.  By striking page 6, line 33, through page 7,
     1  4 line 1.
     1  5 #2.  Page 10, line 21, by inserting after the word
     1  6 <funds> the following:  <, or the permissible limit
     1  7 for administrative cost expenditures specified in the
     1  8 federal Act if such limit is less than five percent>.
     1  9 #3.  Page 10, by striking line 33 and inserting the
     1 10 following:  <469.9, subsection 4, and notwithstanding
     1 11 the limitation on the amount of tax credits under
     1 12 section 15.335, the board may allocate up to one>.
     1 13 #4.  Page 17, by striking lines 26 through 35 and
     1 14 inserting the following:
     1 15    <13.  12.  Conduct a study on activities related to
     1 16 energy production and use which contribute to global
     1 17 climate change and the depletion of the stratospheric
     1 18 ozone layer, in conjunction with institutions under
     1 19 the control of the state board of regents.  The study
     1 20 shall identify the types and relative contributions of
     1 21 these activities in Iowa.  The department shall
     1 22 develop a strategy to reduce emissions from activities
     1 23 identified as having an adverse impact on the global
     1 24 climate and the stratospheric ozone layer.  The study
     1 25 shall take the form of a climate change impacts
     1 26 review, to include the following:
     1 27    a.  Performance of an initial review of available
     1 28 climate change impacts studies relevant to this state.
     1 29    b.  Preparation of a summary of available data on
     1 30 recent changes in relevant climate conditions.
     1 31    c.  Identification of climate change impacts issues
     1 32 which require further research and an estimate of
     1 33 their cost.
     1 34    d.  Identification of important public policy
     1 35 issues relevant to climate change impacts.
     1 36    In the course of the review, the institutions shall
     1 37 meet at least twice with the Iowa climate change
     1 38 advisory council established in section 455B.851.  The
     1 39 department office shall submit a report, based upon
     1 40 input from the institutions, containing its findings
     1 41 and recommendations to the governor and general
     1 42 assembly by January 1, 1992 2011.>
