     1  7    Sec.    .  Section 481A.21, Code 2009, is amended
     1  8 to read as follows:
     1  9    481A.21  BIRDS AS TARGETS.
     1 10    A person shall not keep or use any live pigeon or
     1 11 other bird as a target, to be shot at for amusement or
     1 12 as a test of skill in marksmanship, or shoot at a bird
     1 13 kept or used for such purpose, or be a party to such
     1 14 shooting, or lease any building, room, field, or
     1 15 premises, or knowingly permit the use thereof, for the
     1 16 purpose of such shooting.  This section does not
     1 17 prevent any person from shooting at live pigeons,
     1 18 sparrows, and starlings when used in the training of
     1 19 hunting dogs.  This section does not prevent any
     1 20 person from shooting at a bird that is released a
     1 21 minimum of fifty yards from that person on a licensed
     1 22 hunting preserve.
     1 23    Sec.    .  Section 483A.1, subsection 1, paragraphs
     1 24 b and d, Code 2009, are amended to read as follows:

     2 30    Sec.    .  Section 483A.8, subsection 6, Code 2009,
     2 31 is amended to read as follows:
     2 32    6.  The commission shall provide by rule for the
     2 33 annual issuance to a nonresident of a nonresident
     2 34 antlerless deer hunting license that is valid for use
     2 35 only during the period beginning on December 24 and
     2 36 ending at sunset on January 2 of the following year,
     2 37 and costs fifty seventy=five dollars.  A nonresident
     2 38 hunting deer with a license issued under this
     2 39 subsection shall be otherwise qualified to hunt deer
     2 40 in this state and shall have a nonresident hunting
     2 41 license, pay the wildlife habitat fee, and pay the one
     2 42 dollar fee for the purpose of deer herd population
     2 43 management as provided in subsection 3.  Pursuant to
     2 44 this subsection, the commission shall make available
     2 45 for issuance only the remaining nonresident antlerless
     2 46 deer hunting licenses allocated under subsection 3
     2 47 that have not yet been issued for the current year's
     2 48 nonresident antlerless deer hunting seasons.
     2 49    Sec.    .  EFFECTIVE DATE.  This division of this
     2 50 Act, being deemed of immediate importance, takes
     3  1 effect upon enactment.>
